Raytheon’s Advanced Products & Solutions (APS) strategic business unit (SBU) is a product-focused, merchant-supplier business leveraging scale and technology commonality to provide leading-edge, reliable, and cost-competitive products in both high- and low-end segments. APS supplies mission equipment directly to original equipment manufacturers and government entities for integration on larger systems.
The Program Chief Engineer (PCE) for Electronic Warfare Systems (EWS) / Advanced Systems will oversee engineering cost, schedule, and technical execution of programs within the Advanced Systems product line. Reporting to the Advanced Systems Program Area Chief Engineer (PACE), this role leads a multidisciplinary team through system and project lifecycles, including technology maturation, development, verification, production, and sustainment. The Chief Engineer serves as the technical focal point for the customer, functional organizations, and leadership, while providing oversight to external vendors and guidance to the test architect and lead systems engineer.
Responsibilities
- Act as the single engineering leadership point of contact, responsible for all technical, schedule, and financial aspects of program execution.
- Establish and manage program vision, strategy, and goals to align with customer expectations and requirements.
- Serve as the primary technical point of contact with senior customer counterparts.
- Oversee all engineering activities to ensure system design meets performance requirements within project constraints (cost and schedule), and production efforts execute as planned.
- Partner with Engineering Discipline leaders to define required skills for successful program execution.
- Ensure technical integrity and engineering execution across all Integrated Product Teams (IPTs), Cross Product Teams (CPTs), and disciplines.
- Lead technical risk and opportunity management for the program.
- Establish and guide the Digital Engineering / Model-Based strategy for the product/program.
- Lead a highly multidisciplinary team, requiring experience across design engineering disciplines, technical supplier management, business development, and program leadership.
- Travel as needed to support the program and customer (~10%).
Requirements
- Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.
- Experience in airborne and electronic warfare systems design, use-case development, operational analysis, integration/test, and/or system qualification.
- Experience with RF arrays.
- Experience as a Lead Design Engineer, Lead Systems Engineer, Integrated Product Team Lead, Cross Product Team Lead, or related Engineering Lead role.
- U.S. citizenship required (eligibility for a Secret DoD security clearance and special program access).
Preferred Qualifications
- Advanced degree in STEM.
- Experience in factory establishment, production, and coordination across multiple facilities/locations.
- Systems Architecture experience.
- Experience with capture effort coordination, proposal development, work breakdown structures, and cost estimation.
- Strong communication skills with senior leadership, engineering disciplines, and external customers/stakeholders.

Pay
The salary range for this role is $132,400 – $251,600 USD. The range reflects all experience levels, with final offers based on role, function, responsibilities, work experience, location, education/training, and key skills.
