Sr. .NET Developer with Oracle DB

About the role

This resource will provide analysis, development, testing, and implementation in support of the Central Accounts Payable System (CAPS) and Administrative Management Reporting Application (AMRA), used for Administration of Financial Operations. CAPS integrates with critical applications such as NYS Commission for Blind (NYSCB), Juvenile Justice Information System (JJIS), Quality Youth Development System (QYDS), Leave and Accrual Tracking System (LATS-NY), Human Capital Management (HCM-NY), and Contract Management System (CMS). Authorized payments are transferred to the NYS Statewide Financial System (SFS) for payment via SFTP. The resulting return payment files are unencrypted, parsed, and provide payment details for OCFS feeder system reconciliation. Timely payment processing to vendors is critical to continue receiving services and supplies. Failure to make payments could result in termination of services, impacting the health and safety of clients in care. CAPS has near real-time integration with other critical agency applications, working together to safeguard the clients the agency is chartered to protect.

Responsibilities

• Work in coordination with a team of developers to code current .Net applications in the latest version.
• Collaborate with Business Analysts on analysis and logical design.
• Perform testing and review for interfaces with other agency applications.
• Develop complex code and financial reports.
• Assist with responding to data requests from associated systems.
• Work under the direction of a Portfolio Manager.
• Write complex stored procedures and triggers in an Oracle database using PL/SQL.

Requirements

• 14+ years of experience developing and implementing applications and programs for backend processing systems.
• 84 months of experience developing n-tiered, MVC applications using .Net 4.8 or above.
• 84 months of experience writing and developing Windows Communication Foundation (WCF) SOAP and REST Services.
• 84 months of experience with PL/SQL, writing packages, stored procedures, and triggers in Oracle databases.
• 72 months of experience designing and developing application reports using Microsoft reporting tools such as SSRS.
• 72 months of experience in designing and deploying complex SQL objects and relational database design.
• 60 months of experience with CI/CD using tools like Azure DevOps, performing tasks such as automated builds, writing build and release pipelines, and creating work items.
• Bachelor’s Degree in a Computer Science-related field of study.
