About the Role

The Sport & Games Delivery Group aims to deliver the most seamless, innovative, and engaging Games experience ever for all athletes, fans, partners, and the community. The Venue Infrastructure Team is responsible for delivering the competition and non-competition venues fit-for-purpose for the preparation and staging of the Olympic and Paralympic Games. This department manages the design, development, program management, construction, maintenance, and removal of all Games infrastructure in existing and fully temporary venues.

The Energy Team, within the Venue Infrastructure Team, ensures the end-to-end delivery of power to all Games venues and facilities. The team coordinates with LA28 functional areas, external utility providers, government organizations, venue owners, and temporary power providers to deliver electrical services and operations for all Games operational sites.

Reporting to the Director, Head of Energy Operation, the Senior Manager, Energy Operations Team Lead will serve as a Subject Matter Expert in one of the following areas:

• Facility Owner Coordination
• Development of Testing Plan
• Equipment Procurement and Delivery Tracking
• Development of Lock-Out Tag-Out (LOTO) Procedures
• Labor Contracts Accreditation
• Remote Monitoring Creation and Implementation

The Energy Operations Team is responsible for implementing portable temporary electrical overlay systems, educating external stakeholders on Games requirements, coordinating with unions and trade schools for workforce training, validating high-voltage projects, reviewing electrical designs, performing load studies, overseeing Temporary Power Providers (TPPs), creating Energy Testing Plans, and conducting risk analysis.

Responsibilities

Trade School Integration

• Stakeholder Integration: Lead coordination between internal stakeholders, external delivery partners, temporary power providers (TPPs), and electrical design engineers to execute the Energy overlay masterplan.
• Design Optimization & Review: Develop and enforce a data-driven review process for technical requirements. Evaluate design revisions and mitigate impacts on temporary and legacy electrical infrastructure.
• Workforce Development: Partner with local trade schools and labor unions to develop training syllabi for temporary portable power operations, establishing a local talent pipeline.
• Quality & Compliance Assurance: Define minimum technical standards for TPP-supplied equipment. Verify personnel qualifications before installation, testing, and operation.

Non-Exclusive Use Period (NEUP) Installation & Construction

• Primary Venue Liaison: Act as the primary point of contact for facility owners to negotiate equipment footprints, cable routing, and temporary utility placement while preserving venue aesthetics and accessibility.
• Infrastructure Demarcation: Collaborate with venue engineering teams to map operational boundaries between LA28, utility providers, and TPPs. Safeguard legacy infrastructure from power fluctuations.
• Logistics & Schedule Alignment: Integrate temporary power build-out, testing, and operational timelines with the facility owner’s calendar to manage access, fuel deliveries, and noise compliance.
• Decommissioning & Site Restoration: Direct pre- and post-event inspections to enforce "make-good" conditions. Ensure venue modifications are fully restored for final signoffs.

Testing Plan Development & Execution

• Stress & Load-Bank Testing: Design and oversee load-bank testing protocols for generators and Battery Energy Storage Systems (BESS) to ensure voltage and frequency stability.
• Fail-Over & Dead-Start Simulations: Formulate failure-scenario testing matrices, including ATS failover and "dead-start" recovery for uninterrupted broadcast and security systems.
• Grid Synchronization Commissioning: Author and execute commissioning protocols for hybrid power grids (utility, diesel, BESS). Validate phase rotation, grounding, and relay protection.
• Non-Disruptive Testing Schedules: Coordinate with Olympic Broadcasting Services (OBS) and sport federations to embed high-voltage testing into non-disruptive windows. Secure compliance signoffs from local safety authorities.

Equipment Procurement & Delivery Tracking

• Global Strategic Sourcing: Lead competitive bidding and negotiate contracts with global temporary power suppliers. Enforce SLAs and sustainability standards.
• International Freight & Customs: Coordinate multi-modal freight logistics and manage temporary import documentation (e.g., ATA Carnets). Implement expedited shipping contingencies.
• Digital Asset Tracking: Oversee an enterprise-level digital inventory system (RFID/barcoding) to track high-value assets across staging yards and venues.
• Quality Control & Warranty Execution: Conduct physical and functional inspections of equipment. Execute warranty claims and replacement protocols for deficient assets.

Lock-Out Tag-Out (LOTO) Procedures

• Multi-Source LOTO Authorship: Draft LOTO procedures for complex temporary grids, dictating isolation and discharge sequences for safety.
• Group LOTO Coordination: Design centralized Group LOTO frameworks and permit-to-work systems for multi-disciplinary trade crews.
• Compliance & Safety Auditing: Establish field safety audits. Enforce LOTO protocols and verify calibrated testing equipment usage.
• Multilingual Training & Security Integration: Develop standardized LOTO training modules for an international workforce. Integrate protocols with Olympic security and emergency response plans.

Remote Monitoring Creation & Implementation

• IoT Telemetry Architecture: Architect and deploy a centralized IoT network connecting portable energy assets via ruggedized sensors and secure gateways.
• Energy Operations Center (EOC) Dashboarding: Direct software teams to build a real-time EOC dashboard visualizing grid health metrics (voltage, BESS SoC, fuel levels).
• Automated Alerting Protocols: Configure escalation trees and thresholds to dispatch alerts during hardware anomalies.
• Predictive Analytics & Fuel Optimization: Leverage telemetry data to forecast fuel burn rates and optimize refueling logistics. Compile post-Games sustainability reports.

Labor Contracts & Accreditation

• Union Relations & Labor Compliance: Manage labor agreements for international and local technicians. Ensure adherence to wage laws and working hours.
• Security Credentialing Oversight: Navigate background checks and accreditation for the temporary power workforce.
• International Onboarding & Visa Coordination: Secure work permits for global experts. Ensure compliance with tax and employment laws.
• Fatigue & Heat Management: Enforce shift optimization and fatigue management protocols for 24/7 technical coverage.

Requirements

• Experienced electrical and/or general building construction manager for medium/low voltage temporary installations.
• Critical Infrastructure experience with leadership skills, including people management, training, and accountability.
• Ability to standardize processes, protocols, and expectations across a program-wide audience.
