Sr Environmental Specialist PROG

About the role

Responsible for providing technical, regulatory, and programmatic direction on environmental issues for Power. Ensures the highest level of compliance with all applicable environmental rules and regulations. Leads licensing, permitting, and regulatory filings across environmental programs such as air pollution control, water pollution control, spill planning and prevention, storage tank management, solid and hazardous waste management, and remediation.

Responsibilities

• Prepare and submit permit applications, review drafts, prepare comments, and negotiate final permits.
• Prepare, review, and submit agency reports and filings; respond to agency inquiries.
• Comment on proposed regulations using strong analytical skills.
• Provide facility advice, develop and implement environmental strategies, and prepare regulatory interpretations related to air, water, waste, and other environmental areas.
• Provide technical and regulatory support for environmentally related projects and programs to ensure compliance.
• Manage multiple issues and priorities with conflicting deadlines.
• Participate in Environmental Management System (EMS) ISO 14001 certification, review, and improvement activities.
• Develop and track site-level environmental performance.
• Review and update the Management Model related to area of expertise (air, water, waste, etc.).
• Perform additional job assignments as directed, including department duty coverage, call-outs, and support for outage activities.

Requirements

• Bachelor’s degree in engineering, natural or physical sciences, environmental science, or related field with 5 years of experience, OR
• Associate’s degree in the same fields with 7 years of experience, OR
• High school diploma/GED with 9 years of experience.
• Maintain minimum access requirements and favorable medical examination/testing as applicable.
• Experience with federal, state, and local environmental rules and regulations and their implementation.
• Strong proficiency with Microsoft Office Suite applications.

Preferred Qualifications

• Extensive experience with air quality permitting for major stationary sources.
• Strong knowledge of New Source Review (NSR) permitting requirements.
• Strong knowledge of Prevention of Significant Deterioration (PSD) applicability analyses, permitting, and regulatory review processes.
• Experience preparing and reviewing emissions calculations, applicability analyses, and permit support documentation.
• Experience with Title V Operating Permit development, modifications, renewals, and compliance implementation.
• Experience supporting compliance with federal Clean Air Act requirements, including NSPS, NESHAP, MACT, and source-specific regulations.
• Knowledge of Continuous Emissions Monitoring Systems (CEMS) and air emissions reporting requirements.
• Experience managing and submitting Greenhouse Gas (GHG) Mandatory Reporting Program reports.
• Experience developing air permitting strategies and negotiating permit conditions with state regulatory agencies.
• Demonstrated experience working directly with state and local environmental agencies, including permit negotiations, notices of deficiency, agency meetings, and compliance discussions.
• Strong understanding of power plant operations and associated air emissions control technologies.
• Experience supporting multi-state regulatory programs and managing permitting activities across multiple jurisdictions.
• Knowledge of sustainability and decarbonization initiatives affecting the power generation industry.
• Experience with Environmental Management Systems (ISO 14001).
• Professional certification or industry recognition.
• Project Management experience.

Pay

Expected salary range of $113,400 to $126,000, varying based on experience.
