We need to output HTML fragment with sections: headings

for sections like About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include sections if posting has real specific content. We have salary range given: Salary Range $89,287.00 - $133,931.00. Also description about final salary depends on qualifications, etc. So we can include Pay section with that info. Benefits: There's a line: "Click here to learn more about our benefits!" but no details. No specific benefits listed. So we should NOT create Benefits section because no specific content. Schedule: There's mention: "Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends." That's schedule info. So we can include Schedule section. About the role: There's description of Metra, Capital Delivery Department, role responsibilities. So we can have About the role section summarizing that. Responsibilities: The bullet list of primary duties. Requirements: The list of requirements (Bachelor's degree, etc.) plus maybe qualifications? There's also "Preferred Project Management Professional". That's a preferred qualification, could go under Qualifications or Skills. We'll treat as Qualifications. Skills: Could list skills like organizational, analytical, critical thinking, communication, math, PMIS proficiency, training ability, etc. But many of those are in requirements. Might be better to have Requirements section covering education, experience, qualifications, and Skills section for specific skills. However we need to avoid thin sections. Let's see. Posting includes: "Considerable knowledge of estimating and cost management best practices and procedures." etc. Those are knowledge/skills. Could be under Skills. We also have "Preferred Project Management Professional". That's a certification. We also have "Metra employees in an active review period ..." that's not relevant. We also have legal boilerplate about marijuana, EEO, accommodations, etc. Remove. We need to preserve all substantive information; do not invent or summarize away detail. So we need to keep specifics like salary range, that final salary depends on qualifications, those with 8+ years can expect offers up to midpoint, Metra provides full pay ranges so candidates can consider growth potential. Also mention that qualified veterans get outreach. Also mention meeting minimum qualifications does not guarantee interview. Also mention most qualified candidate selected. Also mention Metra description, counties served, linking communities, Capital Delivery Department oversight, teams, reporting to Director, Project Controls, Senior Cost Estimator responsibilities list. We need to keep all that. We must not repeat job title as heading. Not include Job ID. We need to output only HTML fragment. Let's structure:

About the role

Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency links communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service. Metra's Capital Delivery Department oversees the design, construction and administration of Metra capital projects and manages the work of consultants and contractors implementing these projects. Capital projects overseen by this group include stations and parking as well as structural, civil, electrical, mechanical, traction power, and wayfinding and signs. The department also includes Project Management, NEPA, Project Controls, and Project Administration teams. Reporting to the Director, Project Controls, the Senior Cost Estimator is responsible for the development and coordination of all Cost and Estimating policies, procedures, and systems for Metra's Capital Delivery Program.

Responsibilities

  • Manage cost and estimating management plans, processes, and procedures (budget and forecast) for all projects within the Capital Delivery Program.
  • Monitor milestone schedules and ensure corresponding estimates are accurately updated in the system and documentation of processes and procedures is entered accurately and updated.
  • Oversee the development and implementation of all project cost estimates within the program and review and approve estimates needed for project charters.
  • Oversee the implementation, use, and training on the Project Management Information System (PMIS) for costing and estimating projects; participate in updating training materials; and provide training to system users and team members.
  • Support the Director, Project Controls in developing cost breakdown structure and schedule of values for all projects within the program.
  • Oversee setup and initial loading of baseline budget into budget management system; record commitments and expenditures; track all budgets, commitments, and expenditure transactions; identify and track potential cost issues/overruns; and work with project team to resolve issues and correct errors.
  • Promote safe work practices and maintain and foster a safe work environment.
  • Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, or related field.
  • Minimum of seven years of experience preparing cost estimates, preferably in an infrastructure related field.
  • Considerable knowledge of estimating and cost management best practices and procedures.
  • Considerable knowledge of cost baseline creation and management.
  • Knowledge of the estimating and cost PMIS best practices.
  • Knowledge of Earned Value Management.
  • Good organizational, analytical, and critical thinking skills.
  • Strong verbal and written communication skills.
  • Advanced level math skills.
  • Proficient in PMIS and Microsoft 365.
  • Ability to conduct training consisting of multi‑disciplinary members.
  • Ability to work independently, set priorities, and meet deadlines.
  • Ability to complete assignments accurately and with attention to detail.
  • Must possess and maintain a valid driver's license.
  • Must be able to operate a vehicle.
  • Must be willing to travel within Metra’s 6‑county region.
  • Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
We could also include a Qualifications section for preferred: Project Management Professional. But we could also put that under Requirements as a preferred qualification. However the instruction: Use headings for sections like Qualifications, Skills, Benefits, Pay, Schedule. We have not used Qualifications or Skills yet. We could split: Requirements for mandatory, Qualifications for preferred (PMP). Skills for specific skills like PMIS, Microsoft 365, etc. But many of those are already in requirements. To avoid thin sections, we might combine. But we need to include Pay section: salary range and details. Schedule section: we already included flexible hours in Requirements; but we could move schedule to its own section and remove from Requirements. However the instruction: Prefer a few substantive sections over many thin ones. If we move schedule to its own section, we still have Requirements, Responsibilities, About the role, Pay, Schedule. That's 5 sections, okay. But we need to ensure we don't duplicate content. Let's extract schedule info: "Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends." That's schedule. We can keep that in Schedule section and remove from Requirements. Also we have "Must possess and maintain a valid driver's license. Must be able to operate a vehicle. Must be willing to travel within Metra’s 6‑county region." Those could be under Requirements or maybe under Qualifications? They are requirements. We'll keep them in Requirements. Now Pay section: include salary range and details about final salary depending on qualifications, 8+ years expectation up to midpoint, Metra provides full pay ranges so candidates can consider growth potential. Also mention qualified veterans outreach? That's not pay but maybe under About the role or Requirements? It's a statement about veterans outreach. Could be under About the role or a separate section? There's no heading for Veterans. Could be under About the role as part of description. We'll keep it in About the role paragraph. Also mention "Meeting the minimum qualifications does not guarantee an interview or job offer. The most qualified candidate will be selected." That's generic; could be under About the role or maybe under Requirements? It's a note about selection process. Could be under About the role as well. We need to preserve all substantive information. So we need to include those statements somewhere. Let's incorporate them in About the role paragraph after describing role. Now Benefits: we have only "Click here to learn more about our benefits!" No details, so we omit Benefits section. Now we need to ensure we don't include boilerplate like EEO, accommodations, marijuana policy, etc. Remove. Now produce HTML. Check for any repeated lines: we must not duplicate. Let's craft final HTML. We'll have:

Pay

The salary range for this position is $89,287.00 – $133,931.00. The final salary will depend on the candidate's qualifications. Those with eight years or more of required experience can expect offers up to the midpoint of the salary range. Metra provides full pay ranges so candidates can consider their growth potential.

Schedule

Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.

We might also include a Qualifications section for preferred PMP. But we could add under Requirements as a bullet: "Preferred: Project Management Professional (PMP) certification." That keeps it within Requirements. That's fine. Now ensure we didn't miss any substantive info: The description of Capital Delivery Department oversight includes list of project types: stations and parking as well as structural, civil, electrical, mechanical, traction power, and wayfinding and signs. Already included. Also mention that department includes Project Management, NEPA, Project Controls, and Project Administration teams. Included. Also mention that Senior Cost Estimator oversees setup and initial loading of baseline budget into budget management system; record commitments and expenditures; track all budgets, commitments, and expenditure transactions; identify and track potential cost issues/overruns; and work with project team to resolve issues and correct errors. Included. Also mention "Promote safe work practices and maintain and foster a safe work environment." Included. Also mention "Perform other related duties as assigned to meet the ongoing needs of the organization." Included. Also mention "Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration." That's substantive; we should include somewhere, maybe in About the role or a separate note. Let's add a sentence in About the role after describing Metra. Also mention "Metra employees in an active review period under the current discipline policy or who have documented attendance or performance issues will not be considered and/or selected for this position." That's a condition; we could include in
