POSITION OVERVIEW

The Senior Contract Specialist position provides senior-level technical expertise and is responsible for the execution of complex, high-value, and high-risk contracts ranging from initial contracting strategy and development through negotiation, award, execution, compliance monitoring, change management, renewal, and closeout in support of Targa’s business units and in accordance with Company contracting policies, procedures, and risk standards. This role supports midstream operations, projects, and supply chain activities, including goods and services for gas processing, pipeline, terminal, fractionation, compression, construction, maintenance, and related operational needs. Performs responsibilities independently with minimal direction and mentors/assists junior team members on complex matters.

JOB RESPONSIBILITIES AND ESSENTIAL DUTIES

  • Own the end-to-end contract lifecycle for complex and high-risk agreements, including strategy development, RFx support, supplier evaluation, negotiation, execution, compliance monitoring, renewal, amendment, close out and retention, ensuring alignment with business objectives, operational needs, and risk tolerance
  • Lead complex contract negotiations and serve as the primary escalation point for contractual issues, providing risk-based recommendations and driving resolution of commercial, operational, insurance, indemnity, liability, payment, warranty, and legal challenges
  • Partner with internal stakeholders and leadership to develop contracting strategies that mitigate risk, optimize total value, support operational continuity, and align with project schedules, maintenance windows, and business unit objectives
  • Support strategic sourcing and supplier selection activities by assisting with RFx development, bid evaluation, scope alignment, commercial analysis, award recommendations, and negotiation plans for materials, equipment, and services used in midstream operations
  • Establish and drive standardization of contract processes, templates, playbooks, and workflows ensuring consistency, scalability, efficient cycle times, appropriate approval routing, and adherence to company policies, procedures, and delegated authority requirements
  • Own the development, implementation, and ongoing management of contract performance metrics (KPIs), leveraging data insights to drive cycle time reduction, improve efficiency, enhance stakeholder visibility, and improve reporting transparency across the contracts function
  • Translate KPI and performance data into actionable process improvements, identifying inefficiencies and leading initiatives that improve contract throughput, compliance, data quality, renewal management, supplier performance visibility, and audit readiness
  • Provide subject matter expertise and act as the escalation point for contractual matters, ensuring alignment on contract interpretation, risk positions, commercial deviations, change orders, claims support, and compliance with company standards
  • Review and coordinate key contract terms and risk provisions including scope of work, pricing structure, payment terms, insurance, indemnity, limitation of liability, warranty, termination rights, confidentiality, HSE requirements, regulatory obligations, and contractor compliance requirements in partnership with Legal, Risk, HSE, Tax, and other stakeholders as appropriate
  • Mentor and guide junior team members, providing direction on contract strategy, negotiation approach, documentation quality, stakeholder communication, and best practices to elevate team performance and consistency
  • Drive stakeholder alignment and influence decision-making by clearly communicating contractual risks, trade-offs, options, and recommended positions to business partners and leadership
  • Ensure integrity and accuracy of contract data and records, overseeing contract repository discipline, renewal/expiration tracking, compliance monitoring, and leveraging tools such as Excel, Power BI, ERP systems, CLM tools, and document management platforms to support reporting and data-driven insights
  • Lead continuous improvement initiatives within the contract management function, proactively identifying opportunities to enhance processes, systems, templates, controls, supplier engagement, and overall team efficiency
  • Maintain awareness of market, supplier, and operational risk trends affecting midstream contracting, including labor availability, equipment lead times, materials escalation, safety performance, cybersecurity/data requirements, and contractor capacity constraints

MINIMAL ESSENTIAL QUALIFICATIONS

  • Minimum BS/BA in Supply Chain Management, Engineering, Business, Construction Management, Finance or equivalent work experience
  • Professional certification such as CPSM, C.P.M., CPCM, CCCM, or other contract/procurement certification preferred
  • A minimum of seven (7) years of work experience in contract management or related SCM business
  • Experience supporting oil and gas, midstream, energy, petrochemical, industrial construction, engineering, operations, maintenance, or project services contracting preferred
  • Demonstrated experience negotiating complex service agreements, master services agreements, purchase agreements, construction agreements, engineering/professional services agreements, amendment, change orders, and commercial terms and conditions
  • Proven communication (oral and written), interpersonal, and presentation skills, with influencing and persuasive talents
  • Data analytics experience in Excel and Power BI
  • Systems management and configuration expertise
  • Ability to perform objective analysis and evaluation of an issue in order to form a decision
  • Intermediate computer skills (Proficiency in MS Office Suite to include Word, Excel, PowerPoint and Outlook)
  • Strong analytical and strategic problem-solving capabilities
  • Ability to work independently and be self-motivated
  • Experience in the Oil and Gas Industry
  • Experience in contract management and application of commercial and general terms and conditions
  • Past use of strategic sourcing processes for gas processing plant goods or services
  • Strong understanding of contract risk structures and supplier negotiation skills
  • Active utilization/experience of major ERP packages (Oracle, SAP, etc.)
  • Regular and reliable attendance
