About the role
This position is contingent upon contract award.
Responsibilities
- Support the Contracting Officer Representatives (CORs) and APM with contract or task and delivery order documentation maintenance, modification and updating (e.g. RFP, RFQ, TRN, SOO, SOW, PWS, SLA, QASPs, PRs).
- Track all assigned contracts, task and delivery orders, maintain, modify and update appropriate documentation for the exercise of options or other post-award phase contract actions.
- Work on high-visibility or mission critical aspects of a given program and perform all functional duties listed below independently.
- Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
- Evaluate and review contract terms and conditions to ensure requirements are supporting project missions.
- Possess working knowledge of a wide range of contract types, methods, and techniques, and ability to provide recommendations in applying innovative ways to achieve better value procurement to support project missions.
- Draft procurement-related documents in accordance with FAR, DFARS, NMCARS, DoD 5000 series requirements.
- Develop Requirements documents, to include Market Research Reports, Work Statements, CDRL, CLIN, DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government.
- Provide administrative source selection support.
- Administer contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions, and tracking obligations/expenditures, and deliverables.
- Evaluate and review contract terms and conditions.
- Maintain contractual databases with excellent accuracy.
- Enter purchase request information and contractual data.
- Support small business capability analysis ensuring timely acquisition of materials and services.
Requirements
- Clearance: Must possess and maintain an active Secret Clearance
- Bachelor's degree in related discipline or field
- 10 or more years experience in engineering/science management, operations research analysis or financial/cost analysis. Significant experience in U.S. Navy programs or operations.
