Location: Remote, but must sit in the West Coast (25% travel and driving is required)

About the Role

The Construction Engineer is responsible for all aspects of completing the delivery of new telecommunications networks in one or more locations through vendor management and engagement. This includes supervising the estimating, design, engineering, scheduling, and construction implementation of multiple network infrastructure deployment projects.

Responsibilities

  • Defines and reviews comprehensive plans for large, complex, highly technical projects covering:
    • Phased delivery plan
    • Resource requirements
    • Project costs and schedule
    • Risk assessment and mitigation
    • Opex and capital budget requirements
    • Team structure and accountability matrix
    • Project governance and reporting
  • Leads a cross-functional team in planning and executing large projects, including company employees, outside contractors, and engineering firms.
  • Establishes and drives clear accountability for all outside vendors, fostering an environment for high performance.
  • Oversees solution deployment, including:
    • Network architecture
    • Construction methodologies
    • Material selection, acquisition, and handling
    • Field installation activities
    • Project acceptance activities
    • Operational hand-over activities
  • Ensures in-scope, on-schedule, and on-budget delivery of projects.
  • Establishes project team structure, reporting, and metrics to measure and monitor performance against the plan, providing frequent status updates to internal stakeholders.
  • Leads and motivates cross-functional teams of engineers, construction managers, contractors, and consulting employees to successful project completion.
  • Drives vendors to complete projects on time and meet aggressive timelines.
  • Prioritizes a heavy workload and remains flexible to meet internal schedules.

Requirements

  • A Bachelor’s degree and/or 7-10+ years of relevant job experience in:
    • Outside Plant (OSP) Engineering/Construction
    • Estimating, engineering, permitting, and constructing OSP projects
    • OSP Engineering standards and practices
    • OSP operations, administration, and maintenance
  • Knowledge of Fiber Network Management principles, including:
    • Route planning
    • Fiber assignments and capacity management
    • Fiber types and splicing requirements
    • Testing and power requirements
  • Strategic customer relationship management and strong general business acumen.
  • Exceptional organizational, prioritization, and written/verbal communication skills.
  • Proven creative problem-solving abilities.
  • Experience building strong peer-level relationships and coordinating with managers who operate the network.
  • Strong computer skills, with emphasis on Microsoft Word, Excel, Project, and various mapping programs.
  • Physical requirements: Sits 5-7 hours per day; bends, reaches, stoops, crouches, and lifts up to 10 lbs.
