Responsibilities
- Design end-to-end BOS solutions integrating facility operations, maintenance and repair, sustainment, asset management, workforce, supply chain, CMMS, energy management, and supporting technologies.
- Develop maintenance and sustainment strategies that balance mission availability, asset condition, reliability, risk, service levels, and lifecycle cost.
- Design preventive and predictive maintenance programs incorporating scheduled maintenance, condition-based maintenance, PT&I, and Reliability Centered Maintenance principles.
- Develop CMMS-enabled solutions for work management, asset management, preventive maintenance scheduling, service requests, inspections, inventory, labor management, performance reporting, and lifecycle asset data.
- Evaluate facility condition, maintenance history, asset criticality, work-order data, staffing, and performance requirements to develop executable technical and operational approaches.
- Develop solution artifacts including process flows, operating concepts, staffing models, maintenance strategies, technology architectures, transition approaches, implementation plans, and performance metrics.
- Conduct technical trade studies, risk assessments, technology evaluations, and solution optimization to improve performance and affordability.
- Develop integrated facility maintenance and sustainment approaches addressing preventive, predictive, corrective, and emergency maintenance.
- Incorporate Reliability Centered Maintenance principles to optimize maintenance strategies based on asset criticality, failure modes, operational risk, and lifecycle considerations.
- Incorporate PT&I technologies and condition-based maintenance techniques to identify degradation, predict failures, reduce unplanned downtime, and extend asset life.
- Develop asset management and lifecycle sustainment strategies that improve facility condition, reliability, availability, and mission readiness.
- Establish performance measures and analytical approaches for evaluating work-order performance, preventive maintenance compliance, equipment reliability, backlog, asset condition, and maintenance effectiveness.
- Integrate maintenance engineering, facility operations, technicians, supply chain, and technology into practical and executable operating models.
- Define approaches for CMMS implementation, optimization, data migration, asset-data quality, system integration, mobile enablement, and operational adoption.
- Leverage CMMS, building systems, sensors, IoT, and operational data to improve maintenance planning, asset reliability, workforce productivity, and management decision-making.
- Develop data and analytics approaches that transform facility and maintenance data into actionable insights, predictive indicators, and performance dashboards.
- Evaluate opportunities to apply AI, machine learning, automation, digital twins, remote monitoring, and other emerging technologies to improve BOS operations.
- Develop energy-management solutions that improve facility efficiency, reduce operating costs, and support customer energy and sustainability objectives.
- Integrate building automation, energy-management systems, metering, facility controls, and operational data into broader BOS solutions.
- Identify opportunities for energy conservation, demand reduction, operational optimization, and improved equipment performance.
- Incorporate energy performance and sustainability considerations into facility maintenance, asset management, and lifecycle investment strategies.
- Engage federal customers, facility managers, engineers, operators, and mission stakeholders to understand facility conditions, mission requirements, performance challenges, and modernization priorities.
- Translate Statements of Work, Performance Work Statements, technical requirements, asset data, and performance standards into integrated BOS solution approaches.
- Support site visits, due diligence, technical exchanges, solution workshops, and customer briefings.
- Collaborate with capture managers, operations, pricing, SMEs, partners, and subcontractors to develop feasible, compliant, and competitive solutions.
- Identify solution discriminators and innovations that improve facility performance, reliability, workforce productivity, customer experience, and lifecycle affordability.
- Lead or support technical solution development for federal BOS, facility operations, maintenance, and sustainment opportunities.
- Develop technical approaches and contribute to technical volumes, management approaches, staffing concepts, transition plans, executive summaries, and oral presentations.
- Define technical discriminators, innovations, performance measures, and value propositions aligned with customer mission requirements and evaluation criteria.
- Participate in solution reviews, proposal color reviews, technical risk reviews, and solution validation activities.
- Ensure proposed solutions are technically feasible, operationally executable, compliant, affordable, and clearly connected to customer outcomes.
- Identify and evaluate emerging technologies and operational practices that can improve BOS service delivery and facility performance.
- Develop innovative approaches using predictive analytics, AI/ML, IoT sensors, mobile technologies, automation, robotics, digital twins, and condition-based monitoring where they provide measurable operational value.
- Develop approaches for continuous improvement using CMMS and operational performance data to identify trends, recurring failures, productivity opportunities, and maintenance optimization opportunities.
- Capture lessons learned and develop reusable solution components, technical approaches, benchmarks, and best practices for future BOS opportunities.
Qualifications
- Bachelor’s degree in Engineering, Facilities/Construction Management, Information Technology, or related technical field with 5+ years of relevant experience, or equivalent combination of education and experience.
- 5+ years of experience in a technical leadership role within the federal government contracting environment, preferably supporting Base Operations Support, facility operations, maintenance, sustainment, infrastructure, or related services.
- 1+ years of experience supporting proposals and technically leading or developing solutions for federal government opportunities.
- Demonstrated experience designing and implementing facility operations, maintenance, asset management, or sustainment solutions.
- Working knowledge of CMMS, preventive maintenance, predictive maintenance/PT&I, condition-based maintenance, and Reliability Centered Maintenance principles and practices.
- Ability to translate facility requirements, asset information, maintenance data, performance standards, and operational constraints into executable technical solutions.
- Experience developing technical approaches, staffing concepts, process models, performance measures, and cost/BOE inputs for complex service solutions.
- Strong communication, collaboration, problem-solving, leadership, and customer engagement skills.
- Ability to lead multidisciplinary solution teams involving facilities, engineering, operations, IT, cybersecurity, energy, supply chain, pricing, and other technical disciplines.
- Must have ability to obtain and maintain the U.S. Security clearance required by assigned customers and programs.
