About the role

The Solid Waste Environmental Technician ensures the City’s Used Oil Recycling Program, landfill wash bays, and leachate pump systems operate in compliance with applicable local, state, and federal regulations. This role also provides technical oversight and coordinates with contractors for the proper transportation and disposal of used motor oil, oil filters, and household hazardous waste (HHW) collected from City residents.

Responsibilities

  • Manages the collection and maintenance of four used motor oil collection stations throughout the City in accordance with departmental policies, procedures, and Texas Commission on Environmental Quality (TCEQ) guidelines.
  • Ensures Solid Waste wash bays remain operational by conducting daily inspections and coordinating preventive maintenance to minimize downtime.
  • Conducts water sampling to monitor bacteria levels and verify that water quality meets all health, safety and environmental regulations.
  • Maintains detailed inspection and maintenance records to monitor system performance, minimize downtime, and ensure the safe, continuous operation of wash bays.
  • Service leachate pumps to ensure proper operation.
  • Performs scheduled preventive maintenance to minimize downtime and reduce costly replacements and repairs.
  • Service, repair, and maintain small engines used within the department.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

Requirements

  • Knowledge of Spill Prevention, Control, and Countermeasure logbook for each site.
  • Knowledge of safety protocols and procedures.
  • Knowledge of TCEQ environmental compliance standards.
  • Knowledge of high-pressure wash systems, pumps, motors, and filtration systems.
  • Knowledge of water recycling and reclaim systems.
  • Knowledge of plumbing systems, oil-water separators and sediment traps.
  • Knowledge of water sampling techniques.
  • Knowledge of environmental and public health standards.
  • Knowledge of environmental compliance standards.
  • Knowledge of leachate pump systems and landfill operations.
  • Knowledge of small engines maintenance and repair.

Skills and Abilities

  • Ability to troubleshoot equipment to minimize downtime.
  • Ability to use testing kits and sampling equipment.
  • Ability to accurately record containment area inspections at each permanent location in accordance with established schedules (daily, weekly, monthly, quarterly, and/or annually).
  • Ability to maintain site cleanliness, enforce safety regulations, and ensure compliance with applicable standards.
  • Ability to conduct routine inspections and identify mechanical deficiencies.
  • Ability to maintain inspection logs and maintenance records.
  • Ability to inspect, service and maintain mechanical components.
  • Ability to schedule, track, and document maintenance activities.
  • Ability to build and maintain effective working relationships with others.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to maintain good planning and organizational skills.
  • Ability to take and follow directions from supervisor.
  • Ability to give directions to and gain compliance from assigned staff.
  • Ability to perform strenuous work and routine work.
  • Ability to maintain a valid Texas Driver License and a good driving record.
  • Ability to project a positive and professional image of the City of Laredo.
  • Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.

  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of this position.

Physical Requirements

  • Sedentary work involves sitting most of the time.

  • Exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Exerting up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects. Qualifications

  • High School diploma or G.E.D. equivalency.
  • At least five (5) years of experience in high pressure systems, pumps and small engines.
  • Valid Texas Driver License.
