Software Requirements Lead
About the role
BAE Systems is looking for a Software Requirements Lead to support an acquisition program for the Nuclear Command, Control, and Communications (NC3) System. The successful candidate will provide strategic oversight, agile management, and cross-organizational liaison support for the Strategic Automated Command Control System (SACCS) Acquisition Programs, which is designed to modernize SACCS systems. As the central requirements manager, you will serve as the bridge between Air Force Global Strike Command (AFGSC) operational requirements, the Program Office at Hill AFB systems engineering for sustainment and modernization, the 595th Software Squadron at Offutt AFB software development team, and contractors supporting program office software development. You will manage the schedule of ongoing development, testing, and fielding timelines.
Responsibilities
- Manage the Software Lifecycle: Intake, translate, and manage complex software requirements generated by AFGSC to ensure mandates and scheduled timelines are streamlined and appropriate.
- Agile Schedule Management: Oversee development timelines, sprint planning, and delivery schedules for the organic software development currently executed by the 595th Squadron at Offutt AFB.
- Cross-Functional Liaison: Serve as the primary technical and operational liaison between the Hill AFB Program Office (implementation authority), AFGSC (requirements owner), and Offutt AFB (current developers).
- Strategic Transition Planning: Actively prepare for and manage the future strategic integration of software development from organic Air Force resources to program office contractors, ensuring zero degradation to the SACCS operational mission.
- Stakeholder Alignment: Deliver presentations to stakeholders, military leaders, and working groups to effectively communicate software progress, sprint outcomes, and transition roadmaps.
Qualifications
- Education: BS/MS in Software Engineering, Computer Science, Information Technologies, Data Processing, Electrical Engineering, Electronic Engineering, Physics, or Mathematics.
- Experience: 7 years directly related experience (5 years with MS degree).
- Agile & SDLC Expertise: Strong understanding of the Software Development Life Cycle (SDLC) and Agile methodologies (sprints, backlog grooming, product ownership).
- Requirements Engineering: Significant knowledge of software requirements gathering, documentation, and traceability techniques.
- Diplomacy & Communication: Excellent interpersonal skills with the ability to navigate complex military-civilian organizational dynamics and manage friction points smoothly.
- Independent Leadership: Lead, work independently, and collaboratively in a fast-paced, multi-stakeholder Department of the Air Force (DoAF) environment.
- Project Oversight: Provide technical and project leadership of all phases of software design analysis, development, integration, and implementation.
- Travel: Willing and able to occasionally travel between Hill AFB, Offutt AFB, and other required locations (~25%).
- Citizenship: US Citizenship required pursuant to Government contract.
Skills
- Familiarity with software engineering frameworks, Agile/Scrum methodologies, and software requirements management lifecycles.
- Proficiency in using software requirements management and tracking tools (e.g., Jira, IBM DOORS, Confluence, or similar platforms).
- Capable of translating high-level operational requirements into detailed software requirement specifications, user stories, and acceptance criteria.
- Able to understand system architecture, software integration points, Model-Based Systems Engineering (MBSE) methodologies, and apply sound systems engineering concepts to software delivery.
- Analyze complex software issues and develop innovative coordination solutions, particularly concerning software timeline risks and cross-agency integration.
- Excellent interpersonal skills, outstanding oral and written communication skills, and good organizational skills to manage multi-organizational friction.
- Able to identify, develop, and deploy methods, processes, and guidelines for transitioning software requirements from existing systems through software migrations to implement new capabilities.
- Active US DoD Secret Security Clearance granted within the last 5 years.
- Demonstrated self-discipline to plan and prioritize work with successful results.
Preferred Qualifications
- Previous work with Department of the Air Force (DoAF), US Air Force, or other military communication systems.
- Experience with technical systems, network design, and software coding.
- General knowledge of requirements management tools.
