Software Developer (SME) [Systems Software] - $225K

About the role

Lead technical efforts supporting an enterprise IT model focused on talent, learning/training compliance, foreign-language development, recruiting, selection, and performance management.

Responsibilities

• Lead a technical team and communicate directly with the Sponsor.
• Develop IT documentation such as SOPs, workflows, knowledge bases, deployment checklists, architecture diagrams, security plans, and administrative procedures.
• Manage enterprise software lifecycle activities, including patching, upgrades, and license renewals.
• Experience modernizing and maintaining web applications, systems, APIs, databases, and services.
• Ability to recommend solutions that improve UX/UI, delivery speed, quality, modernization, and O&M costs.
• Experience with COTS products, especially ServiceNow.
• Knowledge of the full system accreditation lifecycle.
• Experience managing Tier 1–3 IT support through service‑management systems.
• Experience applying Agile methodology and accessibility standards.

Requirements

• TS/SCI with Polygraph clearance.
• Strong Java development experience.
• Hands‑on AWS/cloud development and environment management.

Qualifications (Preferred)

• Experience working with the Sponsor and partner IT organizations.
• Experience with learning‑management applications.
• Experience with language, compliance, and performance‑management applications.
• Knowledge of networking and platform‑hosting technologies.
