About the role

As a Software Engineer, you will apply software engineering principles, theories, and concepts to complex analytical processes and information display and visualization. This role involves planning, developing, and implementing software solutions for major projects, supporting project plans, and establishing scope, cost, and schedule estimates. You will participate in technical reviews, maintain and upgrade systems, and develop new software capabilities. Additionally, you will create and review new methodologies and architectures to advance the organization’s mission while ensuring compliance with safety, security, environmental, health, and quality assurance requirements.

Responsibilities

• Apply software engineering principles to complex analytical processes and information display/visualization.
• Plan, develop, and implement software solutions for major projects and complex problems.
• Support project plans and requirements, including scope, cost, and schedule estimates.
• Participate in technical reviews at various phases of development and recommend technology solutions.
• Maintain and upgrade systems while developing new software capabilities.
• Create and review new methodologies and architectures to advance organizational goals.
• Ensure compliance with safety, security, environmental, health, and quality assurance requirements.
• Document activities, reports, and existing technologies.
• Review and analyze source code, system design documentation, and user reports to assess code quality, identify defects, and recommend improvements.
• Engage in professional development to maintain technical proficiency in emerging technologies.
• Define strategic direction in assigned areas and review training plans to lead organizational growth.
• Mentor junior engineers.
• Write and present technical papers representing INL.
• Perform other duties as assigned.

Requirements

• Bachelor of Science degree in engineering, physics, mathematics, or a similar field (0 years of relevant experience required for Level 1).
• Equivalent combination of education and experience may be considered.
• Relevant experience using Integrated Development Environments (IDEs) such as Visual Studio or VS Code.
• Depending on assignment, obtain and maintain Q-clearance and SCI access, and willingness to complete a US Government polygraph upon request.
• Depending on assignment, compliance with DOE O 142.3B, Unclassified Foreign National Access Program may be required.
• Must be a US Citizen.

Qualifications

• Microsoft T-SQL Certification, Oracle PL/SQL Certification, CompTIA A+, CompTIA Network+, Microsoft Server Certification, ServiceNow Certification, or Azure certification (desirable).
• Experience mentoring others and leading technical tasks.
• Experience with Jira or similar tools.
• Experience with .NET 6, .NET Core, C#, SQL Server, or similar technologies.
• Experience with RESTful APIs, GraphQL, and .NET WebAPI interfaces.
• Experience with Oracle PL/SQL.
• Experience with NoSQL databases such as MongoDB and Neo4J.
• Experience with LINQ to SQL and Entity Framework.
• Experience with continuous integration and deployment using Azure DevOps.
• Experience with other development languages (Python, Go/Golang, C/C++, etc.).
• Experience with Agile and Kanban development methodologies.
• Experience with Dapper, JavaScript, jQuery, and Bootstrap.

Physical Requirements

• May require standing, walking, sitting, stooping, kneeling, bending, and using hands to handle materials or operate tools/equipment.
• Occasional lifting and/or moving of up to 50 pounds with assistance.

Working Conditions

• Primarily an office environment with generally low noise levels; occasional exposure to loud noises.

Security and Privacy

• Includes information security and privacy responsibilities as defined by NIST SP 800-53, OMB Circular A-130, and DOE Order 206.1A.
• Must complete initial and annual role-specific training.
• Must sign and comply with access agreements prior to being granted system/data access.

Benefit eligibility is subject to multiple factors, including employment status and position classification.

Pay

Level 1 pay range: $66,504 - $136,356. Compensation decisions are based on education, relevant experience, and other credentials.

Schedule

9x80 schedule with every other Friday off, located at the REC facility.
