The incumbent serves as the HUD-VASH Housing Coordinator for the HUD-VASH program at James HQuillen Veterans Affairs Medical Center (JHQVAMC).

Assumes the responsibility for the day-to-day coordination of case management, referrals, discharge planning, Homeless Operations Management and Evaluation System (HOMES) monthly compliance review, Homeless GSA fleet rotation, mentoring and training staff.

• Serves as the subject matter expert on the local housing market and collaborates with stakeholders within the JHQVAMC and community partner networks, including public housing authorities (PHA), community and government agency executive leadership, and corporation leadership to develop affordable housing options in the Mountain Home catchment area.
• Provides housing services to Veterans receiving services in the HUD-VASH program.
• Provides outreach, crisis intervention, and case management services to homeless and precariously housed Veterans at an advanced practice level.
• Provides clinical intervention through groups, individual/family crisis services, and case management to eligible Veterans and their family members to meet biological, psychological, social, and housing needs.
• Captures and coordinates HUD-VASH housing searches, which may include driving Veterans to available housing units for viewings and walk-through inspections for leasing.
• Affords assistance to HUD-VASH Veterans in seeking and applying for community resources to meet rental and utility deposits and obtain basic household goods or furnishings.
• Affords assistance to HUD-VASH Veterans in developing and securing necessary services to move into housing.
• May afford assistance with coordinating staffing, work assignments, and treatment services provided by HUD-VASH clinicians.
• Provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs.
• Incorporates complex multiple causation in differential diagnoses and treatments.
• Independently conducts interviews and assessments for the purpose of program enrollment and to aid in the development of treatment plans.

Qualifications

• United States Citizenship: CitizenshipBe a citizen of the United States(Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005 - Part II - Chapter 3 - Section A - paragraph 3.g.) • English Language Proficiency Requirement - Per VA Handbook 5005 - Part II - Chapter 3 - Section A - Paragraph 3j: No person will be appointed under authority of 38 U.S.C. - chapter 73 or 74 - to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English
• Education - Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
• Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
• A doctoral degree in social work may not be substituted for the master's degree in social work
• Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work
• Licensure - Social workers at the GS-12 must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination - unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California - which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure
• May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
• Grade Determinations: Experience: In addition to meeting the basic requirements as stated above - you must have the following: GS-12 Level: Social Worker (Program Coordinator) must possess at least One year of experience equivalent to the GS-11 grade level Experience must demonstrate possession of advanced practice skills and judgment - demonstrating progressively more professional competency Examples of specialized experience include - but are not limited to: Specialized clinical expertise in an area applicable to the HUD-VASH program - such as care to Veterans experiencing homelessness - care to Veterans recovering from trauma - experience in the treatment of serious mental illness or experience with evidence-based treatment modalities Use of clinical social work skills maintaining patient privacy and confidentiality per policies - handbooks or directives acting as an advocate with appropriate community service providers and agencies independently assessing the psychosocial functioning and needs of patients In-depth administrative knowledge - clinical expertise - and complex program managerial skills in the independent management of homeless and employment services and are able to demonstrate the following knowledge - skills and abilities: Knowledge of program coordination and administration which includes consultation - negotiation - and monitoring Knowledge and ability to write policies - procedures - and/or practice guidelines for the program Ability to supervise multidisciplinary staff assigned to the program Skill in organizing work - setting priorities - meeting multiple deadlines - and evaluating assigned program area(s) Ability to provide training - orientation - and guidance within clinical practice Reference: For more information on this qualification standard - please visit https://www.va.gov/ohrm/QualificationStandards/The full performance level of this vacancy is GS-12
