Job Description BAE Systems has an immediate need for a highly qualified Technical Planning and Execution Program Area Manager (PAM) to support the US Navy’s Portfolio Acquisition Executive(PAE) Strategic Systems Programs(SSP) Office and the SLCM-N Program. The Program Area Manager will report directly to the Deputy Program Manager of System Definition on the Systems Engineering & Integration engineering services contract supporting PAE SSP. The Strategic System Program technical planning an execution process provides full lifecycle planning of all systems engineering and engineering support function to guide the program from development through deployment. About The Program Our organization has supported the U.S. Navy’s PAE Strategic Systems Programs (SSP) continually since the program’s inception in the 1950s. SSP developed the first sea-based, underwater-launched Strategic Weapon System (SWS), a defense system that is truly critical to our national security. For more than six decades, SSP has maintained and upgraded this weapon system and we have been there every step of the way. The sea-based SWS is the ultimate stealthy weapon system and is the first leg of the U.S. nuclear triad. With over 70% of our nation’s nuclear arsenal its importance to maintaining world peace cannot be overstated. The development of Columbia, the most advanced nuclear-powered, nuclear-armed submarine ever designed, as well the next D5LE2 weapon system is under way and will begin to be rolled out over the next decade. The Navy projects this system to be operational through 2084, meaning the program will have a total life span of more than 120 years. This is a unique program and BAE Systems employees on this program understand they are part of an important legacy. In response to global threats, SSP is continuing to defend our nation by adding a second nuclear defense system option to their mission responsibilities with the SLCM-N Program. SSP is building this modular, survivable cruise missile system that will be outfitted on some submarines and surface ships. SSP is responsible for designing, developing, building, and deploying the SLCM-N and BAE Systems is supporting our customer in the pre-development activities for the SLCM-N Program. As a decades long sole source partner on multiple contracts on behalf of our customer, our program has remarkable stability and is concurrently experiencing significant growth. Position Description And Responsibilities As Program Area Manager for Technical planning and Execution, your responsibilities span program management, engineering management, personnel management, and customer relationship management include: Program Management Manage cost, schedule, scope, and risk for performing technical planning and execution for SLCM-NEstablish and manage performance measurement baseline (cost, schedule, and scope) for all activities and deliverables within control accounts.Conduct monthly schedule and cost variance analysis including corrective action planning and execution.Support monthly risk management board to present and obtain approval of identified risks and mitigation plans.Lead the development of highly complex engineering estimates and associated work breakdown structures for technical planning and execution on current and future contracts. Engineering Management Plan and lead technical assessment activities across the engineering lifecycle, for complex systems-of-systems, including the creation and execution of management plans, schedules, and resource allocations.Manage execution of engineering capabilities (people, processes, tools) and work products (deliverables) to plan and perform technical planning and execution. Ensure the delivery of engineering products in assigned portfolio meet or exceed defined quality thresholds.Plan, lead, and support internal and external engineering reviews, while also providing interim assessments and status to leadership on preparation and maturity of review products.Ensure engineering outcomes are consistent with established engineering principles and practices, and that customer and company technical, system, performance, and quality requirements are met.Collaborate directly with government customers, University Affiliated Research Centers (UARC), and Industry to create policy, process, and implement appropriate tools to plan and measure design maturity, identify risks, issues, and opportunities, and provide detailed action plans.Oversee and approve technical documentation, data, presentations, and white paper submissions to customers. Personnel Management Functional management over 20+ person workforce to include performance and development objective setting, conduct of semi-annual performance reviews, personnel development and training, annual salary planning, and hiring/onboarding of new personnel.Assemble, lead, and manage high-performance teams focused on delivering engineering products and developing innovative solutions to complex mission and business challenges. Customer Relationship Management Establish and maintain exceptional relationships with GS-14 and GS-13 level US Navy customers/clients to solve technical problems and implement solutions of extremely high complexity.Synthesize customer future needs and opportunities into actionable and measurable plans Manage Contract Performance Assessment Report (CPAR) scoring from assigned customers to exceed corporate expectations. Required Education, Experience, & Skills Bachelor's Degree in engineering or related field and 10+ years of experience, willing to consider equivalent education and years of related/relevant work experience. Specifically looking for an engineering manager over programs totaling $5m per year in annual budget and demonstrated experience leading a 15+ person engineering team. Additional Skills/experience Required Advanced knowledge of complex System and System of Systems Engineering concepts, best practices, and procedures with emphasis on planning and execution to meet critical programmatic capabilities. Experience with managing activities across a diverse portfolio of projects and programs for commercial or government customersProficient in conducting assessments and providing briefing and / or reports to leadership highlighting the results and recommended actionsProven experience leading geographically and organizationally distributed teams in cross-discipline reviews for system engineering & engineering support activities across the program lifecycle for multiple subsystems.Demonstrated success partnering with customers to understand critical challenges, shape customer requirements, develop innovative solutions, and manage execution of solutions through implementationMust possess strong organizational, time management, and project management skillsExceptional verbal, written, and presentation skills with demonstrated experience communicating with executive and senior customer leadership Preferred Education, Experience, & Skills Master's degree in engineering or other technical disciplineExperience with large, complex, system design and development programsExperience supporting and conducting assessments and large-scale design/program reviewsExperience with designing, modeling, and building resilient systemsExperience with the Navy programs for SLCM-N, SSN, SSBN, or Trident programsExperience with DoD/DoW acquisition policies and requirements Experience working in missile weapon systems, space, and/or nuclear fields Pay Information Full-Time Salary Range: $149603 - $254317 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
