About the Role

The Program Manager holds a critical role in overseeing the comprehensive West Region Infrastructure LMR ASTRO System. This position encompasses managing program personnel and support staff, collaborating with Motorola Sales team members, handling pre- and post-sale opportunities and proposals, overseeing the program budget and costs, and providing leadership and direction to Engineers, System Managers, Technologists, Cybersecurity Leads, Customer Service Managers, Quality Managers, Safety Managers, and Configuration Management personnel.

The Program Manager ensures adherence to DoD change management processes, oversees Project Managers and global projects, manages system upgrades, coordinates with administrative personnel, and communicates with customers, partners, the USMC, other branches of the DoD, and internal Motorola personnel. Serving as the primary point of contact for the USMC system and the supporting USMC PMO, this role requires executive management experience, expertise in managing large enterprise IT systems, and experience working with substantial agencies or organizations.

Knowledge of the Motorola ecosystem is ideal, as this role will act as the gatekeeper for all ecosystem opportunities in this space. Preference will be given to applicants in the Western Region.

Responsibilities

  • Oversee and ensure all contract requirements are met, systems are maintained at required operational levels, and general operation of the entire business.
  • Manage personnel, budgeting, budget administration, business operations, and daily communications with internal and external stakeholders.
  • Oversee supply chain and logistics, strategic planning, customer service, and contract management.
  • Manage break-fix on the system, preventative maintenance, planning and overseeing system upgrades, and engineering tasks.
  • Develop policies, SOPs, reports, briefings, and directives; attend internal and external meetings.
  • Deliver executive-level written communications, reports, and briefings; create and maintain documentation.
  • Lead system lifecycle planning, including hardware, software, and operational data maintenance.
  • Oversee logistical planning, change administration, preventative maintenance, and DoD Cybersecurity compliance (IAVA compliance, patch management, vulnerability scanning, and benchmark testing).
  • Administer system currency, integration of information security, continuous monitoring, system testing, implementation, updates, and support.
  • Manage software licenses, central monitoring for real-time system health, equipment repair, asset and configuration management, password management, and auditing.
  • Oversee customer relationships, worldwide system upgrades, CDRLs, DEDs, Installation Design Plans, and personnel schedules.
  • Approve and manage employee performance expectations, hiring, and development.
  • Manage all Motorola projects worldwide connected to the USMC systems, including system expansions, upgrades, and dispatch center enhancements.
  • Approve schedules, budgets, invoicing, documents, personnel, and contract compliance; oversee project managers and project conclusion.
  • Convert projects to full-time sustainment support post-completion.
  • Ensure program strategic plan aligns with Motorola’s goals and communicate these to all team members.
  • Coordinate daily with Sales to align tasks, responses, and strategic direction; identify sales opportunities.
  • Participate in USMC proposals, ensuring consistent pricing, risk identification, and contract compliance.
  • Engage in Engineering Change Board processes, submitting change requests and required documentation.
  • Handle daily, weekly, and monthly administrative tasks, reviews, and approvals; direct resources to resolve issues.
  • Ensure contractual compliance through auditing, setting KPIs, and regular requirements reviews.
  • Attend and manage customer-related calls; review and approve meeting notes before upload to Remedy.

Requirements

  • 6+ years of Project Management experience or equivalent Military experience.
  • U.S. citizenship with the ability to obtain necessary security clearance as required by government contract(s).
  • Legal authorization to work in the U.S. indefinitely; employer work permit sponsorship is not available.
  • Ability to pass a DoD and corporate background check, including a stringent fingerprint background check for CJIS Security Policy compliance.
  • Willingness to travel 25-50% of the time as required.

Qualifications

  • Executive leadership and management experience with demonstrable successes in previous roles.
  • Customer service and contracting experience, including writing, interpreting, and administering contracts.
  • Human resources experience, including hiring, personnel management, and legal compliance.
  • Supply chain management and administration, including logistics planning and execution.
  • Budget administration experience, including formulation, development, and execution of large budgets.
  • Superior interpersonal communication skills for internal and external stakeholders.
  • 5+ years of project management experience (PMP preferred).
  • Demonstrable experience in team leadership, delegation, and prioritization to meet deliverables and deadlines.
  • Excellent written communication skills for reports, briefings, and customer deliverables.
  • Competency in Motorola Solutions systems, Google Suites, Microsoft applications, and general business tools.

Pay

Target base salary range: $100,000 - $120,000 USD. Pay within this range varies based on job-related knowledge, skills, and experience.

Schedule

This is a remote position within the U.S., with travel requirements of 25-50% as needed.
