About the role
We're excited to announce an opportunity at Orica for a Site Security & Emergency Response Specialist to join our SHES (Safety, Health, Environment, and Security) team at our Winnemucca, Nevada site. This role sits within Orica's Specialty Mining Chemicals division, supporting critical safety, security, and emergency response operations at the site.
Responsibilities
- Promote and enforce adherence to safety, health, and environmental (SHES) standards across all site personnel
- Foster a proactive, self-directed safety culture while partnering with leadership on regulatory and compliance requirements
- Maintain an accurate and up-to-date register for all decontaminated process equipment leaving the facility, ensuring compliance with regulatory and company standards
- Maintain and regularly update a register of authorized vehicles and equipment, ensuring all pre-qualification requirements and insurance documentation are current and compliant
- Develop, implement, and maintain clear procedures and guidance to ensure compliance with site security systems, regulatory requirements, and the Site Security Plan
- Oversee and monitor security-related investigations, providing timely updates and recommendations to site leadership
- Serve as the primary point of contact with local, state, and federal agencies on security matters, ensuring strong partnerships and regulatory alignment
- Maintain required security training programs and ensure ongoing compliance for all relevant personnel
- Represent Orica as an active member of the Local Emergency Planning Committee (LEPC), supporting community emergency preparedness efforts
- Ensure contractor management processes align with corporate requirements and comply with applicable WHS standards
- Review and verify contractor personnel pre-qualification requirements, including onboarding, site inductions, and training records
- Serve as the primary point of contact for contractor management, ensuring clear communication, guidance, and compliance across all contractor activities
- Execute contractor compliance audits as scheduled, with findings documented and addressed
- Ensure the Emergency Response System, including all associated infrastructure and equipment, is fully implemented, effective, and continuously improved
- Develop and maintain strong collaborative relationships with local emergency services, public safety organizations, and law enforcement agencies
- Plan, coordinate, and lead emergency response training, drills, and exercises to ensure team readiness for a range of scenarios
- Monitor and interpret regulatory requirements related to emergency preparedness, providing timely updates and recommendations to site leadership
- Ensure emergency response exercises are conducted in accordance with established schedules and regulatory requirements
- Train and track team readiness for emergency response training
- Inspect and maintain equipment to ensure it is fully operational per defined schedules
Qualifications
- Minimum of 5 years’ experience in a manufacturing or industrial environment, with a focus on security, regulatory compliance, emergency response, and incident management
- Strong working knowledge of Department of Homeland Security (DHS) Chemical Facility Anti-Terrorism Standards (CFATS) regulations
- Solid understanding of security systems and emergency response programs, including familiarity with maritime regulatory requirements preferred
- Excellent interpersonal and communication skills, with the ability to engage effectively across all levels of the organization and with external stakeholders
- Demonstrated integrity and commitment to strong ethical standards and professional conduct
- Proven ability to adapt to changing conditions and priorities in a dynamic environment
- Collaborative, team-oriented mindset with the ability to influence and support a positive safety culture
- FEMA Incident Command System (ICS) certifications (100, 200, 300, 400, 700, and 800) preferred
- 24-Hour Rescue Technician Certification preferred
- 40-Hour Advanced HAZMAT Operations Certification preferred
- Emergency Medical Responder (EMR) Certification preferred
- Facility Security Officer (FSO) training and certification preferred
Physical Requirements
- Ability to work outdoors in a range of weather conditions, including heat, cold, and other environmental changes
- Capability to lift, carry, and move up to 50 pounds and perform physically demanding tasks as required
- Must be able to safely wear and operate in respirators and other emergency response personal protective equipment (PPE)
Role Dimensions
- Standard work schedule is Monday through Friday, with flexibility required to support operational and emergency response needs as they arise
- This position is based on-site in Winnemucca, NV and reports to the Safety, Health, Environment & Security Manager
- Requires effective collaboration with cross-functional teams across the site, fostering a cooperative and safety-focused work environment
