About the role

The Site HSE Supervisor will be responsible for the daily supervision of all health, safety and environmental activities across the project’s construction areas. The successful candidate will support the implementation and enforcement of the Project HSE Plan, ensuring compliance with Italian legislation, contractual requirements, client standards and Panorama’s procedures. This is a field-based position requiring a strong and continuous presence on site, close coordination with the Construction Management team, contractors, subcontractors and the client, and a proactive approach to developing a strong safety culture throughout the project.

Responsibilities

  • Implement and enforce the Project HSE Plan, site procedures and applicable safety requirements.
  • Perform daily site inspections, safety walks and formal HSE audits across the different project plots.
  • Identify unsafe acts and conditions and ensure that appropriate corrective actions are promptly implemented and closed out.
  • Manage and monitor the permit-to-work process, risk assessments, method statements and related HSE documentation.
  • Supervise simultaneous operations (SIMOPS) and coordinate HSE requirements with the Construction Management team and the contractors involved.
  • Monitor high-risk activities, including lifting operations, excavations, work at height, electrical activities, movement of heavy equipment and site traffic.
  • Verify that contractors and subcontractors comply with Italian HSE legislation, contractual requirements and project procedures.
  • Verify personnel qualifications, mandatory training, PPE, equipment certifications and site access documentation.
  • Deliver or support site inductions, toolbox talks, safety meetings and workforce awareness initiatives.
  • Report, investigate and follow up on incidents, near misses, non-conformities and unsafe observations, including root-cause analysis and corrective-action monitoring.
  • Maintain HSE registers, statistics and KPIs and prepare accurate daily, weekly and monthly reports in English.
  • Liaise with Panorama’s Construction Management team, the client’s HSE representatives, contractors, subcontractors and, when required, the relevant authorities.
  • Support emergency preparedness, emergency drills and the continuous improvement of site HSE performance.

Requirements

  • Technical diploma, degree or equivalent qualification in HSE, engineering or a related discipline.
  • At least five years of site HSE experience on large-scale construction projects.
  • Sound knowledge of Italian health and safety legislation, particularly Legislative Decree No. 81/2008.
  • Proven experience in contractor and subcontractor supervision and in managing high-risk construction activities.
  • Ability to manage permits, inspections, HSE documentation, incident investigations and corrective-action processes.
  • Fluent Italian and a good professional command of English, including the ability to prepare reports and participate in meetings in English.
  • Availability to work on site in the province of Catania five days per week, with flexibility for overtime when required.

Preferred Qualifications

  • Previous experience on utility-scale photovoltaic or agrivoltaic projects, preferably above 50 MWp.
  • Previous experience working with international clients, investors or EPC contractors.
  • Valid Preposto qualification in accordance with Italian legislation.
  • NEBOSH, IOSH or an equivalent recognised HSE qualification.
