About the role

Plans, directs, and supervises the work of volunteers, community service clients, and assigned staff. Assists residents staying in the Corps shelter overnight and during the day, performs client intake procedures, and prepares client intake records. Monitors resident activity to ensure safety, security, and compliance with house rules. Maintains accurate records, including HMIS and logs, and ensures the facility is kept neat and orderly.

Responsibilities

  • Supervisory Responsibilities (30%)
    • Plans, directs, and supervises the work of volunteers, community service clients, and assigned staff.
    • Trains and instructs employees in proper methods and procedures.
    • Monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with policies.
    • Assists with performance evaluations and hiring/firing recommendations.
  • Housekeeping and Food Inventory Responsibilities (30%)
    • Assigns daily cooking, cleaning, and maintenance chores to clients and staff; participates in cleaning and maintenance as needed.
    • Inspects facility routinely to ensure compliance with established standards.
    • Ensures return and accountability of Salvation Army property (e.g., linens).
    • Approves food supply purchases and monitors expenditures to comply with budget constraints.
    • Maintains adequate food and supplies inventory; prepares inventory records.
    • Travels to stores to purchase or pick up donated food supplies.
    • Coordinates with Montgomery County Food Bank regarding supplies and inventory.
  • Client Intake and Security Responsibilities (25%)
    • Answers telephone and responds to questions about shelter operations.
    • Performs client intake procedures, including running sexual offender checks.
    • Checks clients into the shelter, prepares and monitors intake cards, and maintains resident rosters.
    • Handles and monitors client monies securely and accurately.
    • Orients new clients to the program and prepares HMIS case records.
    • Oversees meal times, shower times, assigns bed numbers, and distributes towels, linens, and personal hygiene items.
    • Secures and distributes client medications as required.
    • Administers sexual offender checks, Breathalyzer testing, and drug testing as needed.
    • Processes money order payments for rent, updates intake cards, and balances receipts.
    • Inputs client information into HMIS and updates files in accordance with requirements.
    • Ensures clients comply with house rules; checks baggage for prohibited items (drugs, alcohol, weapons, pornography).
    • Records incidents and notifies supervisors of unusual problems or special circumstances.
    • Ensures security of the facility and clients; arms/disarms alarms per lodge policy.
    • Conducts routine facility checks to ensure doors are locked and security is maintained.
    • Provides social services support to longer-term residents and refers clients to the Social Services Manager or Worker for further assistance.
    • Refers clients to Ann’s Place for counseling and follows up to ensure attendance.
  • Program Responsibilities (15%)
    • Creates and leads Celebrate Recovery programs, a faith-based recovery program, conducted weekly in coordination with corps officers.
    • Organizes and connects with volunteers to lead small step groups.
    • Networks with rehabilitation centers (e.g., Houston Harbor Light, ARC) as needed.
    • Encourages Celebrate Recovery participants to attend other meetings throughout the week.
    • Recruits volunteer drivers to transport clients to community-held Celebrate Recovery meetings.
  • Other Responsibilities
    • Serves as a member of the corps leadership team alongside corps officers, office manager, and social services manager.
    • Coordinates HMIS training with staff and the Homeless Coalition.
    • Represents the Corps as the Emergency Disaster Services (EDS) coordinator, recording and reporting EDS statistics.
    • Encouraged to complete FEMA disaster training courses.
    • Performs other duties as assigned.

Requirements

  • High school diploma or G.E.D.
  • Two years of experience performing security or social services work in a shelter or similar environment, including one year of supervisory experience, or an equivalent combination of training and experience.

Skills

  • Knowledge of effective methods for organizing and maintaining records.
  • Knowledge of general office procedures and practices.
  • Ability to communicate effectively with clients to control, lead, and motivate behavior.
  • Ability to cultivate and maintain relationships with diverse groups and agencies.
  • Ability to work independently with limited supervision while enforcing policies.
  • Ability to present a positive and professional image of The Salvation Army.

Certifications

  • Valid state driver’s license.
  • Food Handlers Certification (or ability to obtain within an established timeframe).
  • Basic First Aid certification (or ability to obtain within an established timeframe).

Physical Requirements

  • Ability to meet attendance requirements.
  • Ability to read, write, and communicate effectively in English.
  • Ability to perform data entry into a computer.
  • Ability to respond to emergencies quickly and calmly while maintaining control.
  • Frequent combinations of sitting, standing, and walking.
  • Moderate physical effort required, including lifting and carrying objects up to 50 pounds occasionally.

Working Conditions

Work is performed in a residential facility with minimal physical discomforts. Occasional travel within the same building, except for Emergency Disaster Services (EDS) work.
