Senior Utility Manager
About the role
Cordoba Corporation is a leading California-based engineering and program/construction management firm. We are seeking a Senior Utility Manager to lead utility coordination and technical delivery.
Responsibilities
- Lead all utility coordination, design review, relocation strategy, and construction support for electric distribution, underground electrical systems, duct banks, vaults, conduits, cutovers, and utility relocations.
- Review utility plans, specifications, design packages, composite utility plans, and relocation plans for constructability, sequencing, and compliance with project requirements.
- Prepare utility conflict analysis, cost estimates, schedules, prior rights determinations, and agreements for relocation.
- Cook with utility owners, public agencies, rail/transit operators, designers, contractors, and third-party stakeholders to resolve utility conflicts and support timely decisions.
- Aids in preparing and packaging utility construction permits for submission to municipal and state agencies, including Notice to Owners (NTO) and Utility Agreements (UA), as appropriate.
- Provide technical support for utility RFIs, submittals, design changes, field issues, change orders, shutdowns, cutovers, and service continuity planning.
- Lead the preparation and organization of field walks, utility investigations, potholing coordination, as-built reviews, duct bank reviews, constructability reviews and construction readiness reviews.
- Lead or facilitate meetings involving utility-specific activities.
- Provide subject matter expertise for electric distribution and dry utility infrastructure, including underground distribution systems, medium and low voltage systems, duct banks, vaults, transformers, switchgear, grounding and utility service coordination.
- Coordinate with electric utilities and municipal utility departments on design standards, service applications, relocation procedures, outage requirements, inspections and acceptance requirements.
- Review electric distribution and dry utility designs for compliance with applicable codes, utility standards, agency requirements, project specifications and sound engineering practice.
- Provide technical recommendations to resolve field conflicts involving electric, communications, gas, fiber and other dry utility infrastructure.
- Support construction management teams during utility-related preconstruction, construction, testing, commissioning and closeout.
- Monitor utility construction activities for compliance with contract documents, approved submittals, permits, utility owner requirements, safety, quality and project procedures.
- Resolve field utility conflicts, constructability issues, sequencing constraints, unforeseen conditions and contractor questions.
- Lead utility work planning, scope development, coordination, risk identification and issue resolution.
- Provide clear updates to project leadership, clients, agencies, contractors and utility owners.
- Prepare technical memoranda, meeting materials, issue summaries and decision-support documents.
Qualifications
- Bachelor’s degree in civil engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related technical discipline.
- Professional Engineer (PE) license.
- 10+ years of utility coordination/management experience.
- Prefer candidates with emphasis on dry utilities (gas/power/communications).
- Experience coordinating with utilities, municipal communications providers, public works departments, transportation agencies, and rail/transit operators.
- Strong written and verbal communication skills.
- Ability to quickly assess problems, identify solutions, and implement solutions.
- High accountability, strong follow-through, and ability to drive issues to closure.
- Ability to work with and collaborate with a diverse staff, including senior leadership, technical staff, and project staff.
Pay
Salary Range: $135,000 to $200,000 yearly
