Senior Technical Program Manager

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The Strategic Technology Division is responsible for developing and coordinating deployment of emerging technology applications, strategic IT infrastructure, and enterprise platforms.

Responsibilities

• Lead end-to-end delivery of large-scale technical programs, including IT design reviews, development, testing, deployment, and operations.
• Coordinate cross-functional teams (engineering, QA, operations, products, business) to align on scope, timelines, dependencies, risks, and product outcomes.
• Oversee vendor and consultant performance, ensuring deliveries meet technical standards, SLAs, and contractual obligations.
• Manage program governance, including roadmaps, milestones, issue tracking, risk registers, and status reporting to executives.
• Identify risks, dependencies, and opportunities for improvement, and drive actions to resolution.
• Drive incident management, escalations, and post-mortem analysis for platform or program-related issues.
• Develop and maintain program dashboards, metrics, and analytics to track progress, adoption, and performance.
• Identify process improvements, bottlenecks, and opportunities to enhance delivery efficiency and quality.
• Partner with managers, architects, and leadership to prioritize initiatives and resolve blockers.
• Ensure compliance with secure SDLC standards, security requirements, and governance frameworks.
• Manage relationships with internal and external stakeholders, ensuring clear communication, alignment, and timely issue resolution.
• Facilitate meetings, working sessions with stakeholders/delivery teams, and provide regular status reporting to leadership.
• Ensure documentation, governance, and communication materials are accurate, current, and accessible to relevant teams.

Requirements

You must have current professional/vendor certifications. In addition, you must have one of the following:

• A master’s degree in computer science or a related field from an accredited college or university AND 12 months of satisfactory full-time specialized experience in computer applications development, including planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management as described in the IT Titles Task Inventory (Applications Development; Web Development, Design, and Maintenance; Business/Systems Analysis; Project Management Support; Application Design; GIS Structures, Spatial Analysis, and Mapping Principles; Testing; Technical Writing; and Version Control).
• A baccalaureate degree from an accredited college or university AND 24 months of satisfactory full-time specialized experience as described above.
• A four-year high school diploma or its educational equivalent AND 24 months of satisfactory full-time specialized experience as described above plus 48 months of information technology experience as described in the IT Task Inventory.
• A satisfactory combination of education and experience equivalent to the above, with education substituting for experience on the basis of 30 semester credits equaling 12 months of experience, up to a maximum of 48 months. However, if qualifying under options 2, 3, or 4, you must have at least a four-year high school diploma or its equivalent and at least 24 months of satisfactory full-time specialized IT experience as described above.

Preferred Skills

• Experience in public sector, regulated industries, or law enforcement/public safety technology programs.
• Familiarity with SSDLC compliance, security auditing, and vendor contract management.
• Advanced skills in data analytics, dashboard creation, and performance metrics tracking.
• PMP, CSM, or similar certifications.
• Background managing mobile applications, APIs, or platform services.

Pay

$114,930.00 – $173,473.00

New York City residency is not required for this position.
