Responsibilities

  • Provide specialized expertise in the form of policy guidance and technical support to projects, partners, and/or programs in accordance with the technical frameworks and general standards of his/her sectoral or cross-cutting scope.
  • Provides sectorial technical inputs to the STRATOPs of the Programmes under his/her scope, in line with the global STRATECH, and ensure relevant follow-up.
  • Provide appropriate technical guidance and support to project leaders and partners.
  • Perform technical activities or ensures that project activities are implemented in line with the global technical frameworks and suggests improvements as necessary.
  • Adept project's technical documentation as required, in accordance with global technical standards and program/project requirements.
  • Coordinate and collaborate with the project's technical partners, as delegated by the specialist or operational manager.
  • Ensure regular technical quality control of projects and programmes and issue warnings and recommendations.
  • Adequate support to multi-sector responses within projects, in line with the other specialists.
  • Contribute to recruitment and briefing when relevant.
  • Propose research and study topics, conduct research if necessary, and supervise data collection.
  • Contribute to the writing of new proposals for new opportunities within its technical scope.
  • Develop policy guidance documents that support countries in participating effectively in the design of a policy, program, strategy, or system.
  • Provide project-based technical learning with a global impact.
  • Ensure Global and Regional Technical Specialists get the information they need and collaborate with technical divisions as needed.
  • Coordinate with headquarters to ensure adequate capitalization to improve the sectoral method globally and collect scientific evidence; initiate or test new innovative solutions to address the main challenges of the sector.
  • Contribute to technical learning under the responsibility of the Specialist or Operational Manager, based on best practices.
  • Anticipate and prepare for nexus adjustments in your sector.
  • Contribute to the terms of reference for evaluations.
  • Ensure the internal technical training of his/her sector or on cross-cutting themes.
  • Carry out training needs assessment and the necessary technical training in his/her field or on cross-cutting themes.
  • Contribute to the skills upgrading plan for professionals in the sector and may be a third-party assessor.
  • Assist in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division.
  • Contributing to ensure the external technical influence of HI.
  • Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope.
  • Represent the technical expertise of HI throughout the relevant local networks: can represent HI technical expertise by delegation in relevant local, regional, and international networks and with local partners.
  • Contribute to advocacy on specific themes in line with the global advocacy priorities.
  • Contribute to communication messages locally in line with the global communication priorities.
  • Emergency Preparedness And Response Responsibilities: Contributes to the support or the implementation of the program(s)' emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Qualifications

  • Master's Degree in Public Health, Disability Studies, and Development Studies with bachelor’s degree in Rehabilitation Science (Occupational Therapy/Physiotherapy/Prosthetics & Orthotics/Speech and Language Therapy).
  • At least 5 years of technical experience in providing senior-level technical support in relevant thematic areas, preferably in a development and humanitarian context.
  • At least 3-4 years of experience as a rehabilitation professional (OT, PT) in providing technical support to the program, including the capacity to design and facilitate training and on-the-job coaching.
  • Strong experience in emergency response: acute injury management, setting-up rehabilitation point in the refugee camp, prescription and provision of assistive devices, etc.
  • Capacity building experience.
  • Knowledge of disability and emergency issues in Bangladesh.
  • International human rights frameworks.
  • Frameworks and mechanisms of international development cooperation and humanitarian assistance.
  • Strategies for fighting exclusion and discrimination.
  • The technical issues concerning his/her service sector, and the stakeholders and professionals in his/her service sector.
  • Full knowledge of at least one profession in his/her sector.
  • Producing written and oral institutional communication in English.
  • Producing clear, concise and responsible communication suited to the interlocutor (adult or child); adapting communication and messages to an intercultural environment, and remotely.
  • Negotiating and managing problems and conflicts.
  • Establishing clear frameworks, rules and limits.
  • Supporting and motivating a person or group.
  • Adapting leadership to the group to lead it towards a shared objective; Planning the activities by setting clear, specific and measurable objectives.
  • Developing new resources or adapting existing resources in order to improve them and/or adapt them to the context, if necessary (able to identify and respond to Nexus Emergency/Development issues).
  • Absessing the impact/effects of the activities implemented in his/her service sector.
  • Promoting participation and cooperation in the activities in his/her service sector and in multidisciplinary/sector-based work.
  • Using capacity-building techniques with adults (training of adults).
  • Strong teamwork approach.
  • Availability to travel to remote areas and spend time at the field level.
  • Ability to work under pressure and in a multicultural team environment.
  • Proper knowledge on monitoring, reporting, and Documentation.
  • Computer knowledge (MS Office package—both in English and Bangla).
  • Previous experience working in remote community setting is an advantage.
