About the role
This is a unique dual-function individual contributor role designed for an expert who can navigate the complexities of full-cycle technical recruiting while simultaneously building trust with management and internal stakeholders on HR matters. This critical, hands-on role is based in Torrance, CA.
Responsibilities
- Talent Acquisition Support
- Developing job descriptions, posting positions, and negotiating external recruitment efforts
- Conducting initial resume screening and performing "first-touch" phone screens
- Utilizing LinkedIn and other databases to proactively find "passive" talent, building a pipeline of candidates outside of agency submissions
- Developing and executing creative sourcing strategies using AI-driven platforms and a variety of active and passive channels to identify and engage top-tier talent
- Managing our Applicant Tracking System (ATS), including opening/closing requisitions, troubleshooting user issues, and ensuring all candidate data is correctly dispositioned for compliance
- Engaging and managing external staffing agencies; scheduling intake calls, distributing job descriptions, and tracking candidate submissions
- Managing the end-to-end interview loop, including scheduling technical screens and on-site interviews for both agency and direct-hire candidates
- Ensuring every applicant has a seamless experience, from initial outreach to the first day of onboarding
- Overseeing Affirmative Action requirements and reports filings
- Tracking and reporting on key recruiting metrics (e.g., time-to-fill, pipeline conversion rates, etc.) to drive continuous improvement
- HR Business Partnership & Process Improvement
- Partnering with department heads to provide guidance on organizational design, succession planning, and performance management
- Conducting deep-dive audits of HR workflows (onboarding, lifecycle management, retention) to eliminate systemic inefficiencies and implement automated, scalable solutions
- Leading complex employee relations inquiries, providing coaching to managers and ensuring a culture of high performance and legal compliance
- Driving the implementation of company-wide policy shifts, ensuring seamless adoption and clear communication across the organization
- Providing strategic support for benefits renewals and compensation benchmarking to ensure we remain competitive in the current market
- Leading special projects, such as updating employee handbooks, coordinating company events, and implementing new HR software modules
Requirements
Education, Experience, & Knowledge:
- Bachelor’s degree in Human Resources, Business Administration, Communications, or a related field
- SHRM-CP/SCP or PHR/SPHR certification highly preferred
- HR certification (e.g., PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred
- 7+ years of progressive experience in Talent Acquisition and HR, with at least 3 years in a Senior or Generalist capacity
- Proven track record in a government contracting environment
- Power-user level experience with modern HRIS and ATS platforms and advanced LinkedIn Recruiter techniques
- Strong understanding of FAR regulatory and/or ISO 9001 / ISO 13485 document control requirements
- Previous experience supporting OFCCP or ISO audits

Pay Range
$100,000 - $155,000 (Base salary for this position will vary based on your skills, qualifications, and experience)
