Senior Subcontracts Administrator - MACH TB
About the role
The Senior Subcontracts Administrator will perform the subcontract functions for subcontracts in support of Kratos SRE, Inc. (KSRE) and the MACH-TB 2.0 Program. Acts as the contractual point-of-contact (POC) for assigned KSRE Subcontracts, including pre-award functions such as requests for proposal, administrative documentation, drafting, editing, and negotiation of subcontract agreements and task orders. Manages and monitors subcontractors to ensure timely completion of all project efforts. Administers numerous contract types including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Time & Material (T&M) subcontractor agreements of varying sizes. Oversees and manages overall subcontract compliance in accordance with contract requirements, company policies, and applicable laws and acquisition regulations.
Responsibilities
- Ensure compliance with customer flow-down requirements including offset, Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS), prime contract flowdowns, quality, and Contractor Data Requirements List (CDRL).
- Develop and maintain supplier relationships to ensure subcontract requirements are met and support business growth between Kratos and subcontractors.
- Manage subcontractor relationships for assigned KSRE Subcontracts.
- Prepare and issue solicitations including RFQs, RFPs, RFIs, and IDIQs to support customer delivery schedules and Statement of Work (SOW) requirements.
- Create, execute, and manage various subcontract and Task Order types (Cost Plus Fixed Fee, Time & Materials, Firm Fixed Price, etc.) using source selection techniques as required.
- Perform cost and price analysis, develop negotiation strategies, and lead formal negotiations to achieve reasonable prices.
- Ensure Contractor Purchasing System Review (CPSR) compliance based on Kratos Procurement requirements, adhering to all government and commercial contracting laws and regulations, including ITAR, FAR, and DFAR.
- Support KSRE MACH-TB 2.0 Program Management with customer interface specific to subcontractors, including scope traceability, change management, and CDRL/SDRL traceability.
- Manage high-dollar purchase orders utilizing integrated supply chain models in compliance with regulatory and corporate requirements.
- Place Task Orders of high dollar levels and procurement complexity.
- Perform risk analysis and develop mitigation plans and solutions to problems.

Requirements
- Bachelor’s degree in a related field with 6 years of relevant experience, or 10 years of relevant subcontracts management experience in lieu of a degree.
- Experience working under CPSR requirements.
- Experience with Other Transaction Authority (OTA) agreements.
- Experience with contract management systems is a plus.
- Ability to maintain sensitive and confidential information as required by government standards.
- Strong interpersonal skills to interact effectively with peers, supervisors, and the public.
- Up to 15% travel may be required to support meetings.
