Job Description and Duties

Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 16, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 4.62 percent and will receive 8 PLP 2025 leave credits monthly through November 2026. Salaries do not reflect the recent changes.

Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base.
Persistent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.

Responsibilities

Under the general direction of the CDCR, Division of Health Care Services, Statewide Mental Health Program (SMHP) Regional Chief Psychiatrist, the Senior Psychiatrist Specialist is responsible for providing direct assistance to CDCR institutions, which includes the identification and removal of obstacles to providing psychiatric services, identification and monitoring of corrective action plans, and participation in quality management processes.

With focus on court-ordered directives, the Senior Psychiatrist, Specialist will work to make improvements in productivity and quality of care, providing guidance and consultation to the institutions.

This position will require 50% statewide travel.

Please note: Individuals may be eligible to receive a $10,000 one-time recruitment and retention stipend should they meet the eligibility criteria, including but not limited to remaining employed with CCHCS for six months. Additionally, individuals may be eligible to receive a monthly recruitment and retention differential during their first year with CCHCS (totaling $5,000), should they meet the eligibility criteria.

Qualifications

The Senior Psychiatrist Specialist must possess a Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) degree from an accredited college or university and be licensed to practice medicine in the State of California.

The Senior Psychiatrist Specialist must have a minimum of ten (10) years of progressively responsible experience in the field of psychiatry, including at least five (5) years of experience in a clinical setting.

The Senior Psychiatrist Specialist must have a minimum of three (3) years of experience in a leadership capacity, including supervisory experience.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in a state or federal correctional facility.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in a multidisciplinary team setting.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with serious mental illness.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with substance use disorders.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with co-occurring disorders.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with trauma-related disorders.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with intellectual disabilities.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with developmental disabilities.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with chronic medical conditions.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with complex behavioral health needs.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with severe mental illness.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with acute mental health crises.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with forensic populations.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with geriatric populations.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with LGBTQ+ populations.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with racial and ethnic minorities.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with socio-economic disparities.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with cultural and linguistic barriers.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with comorbidities.

The Senior Psychiatrist Specialist must have a minimum of two (2) years of experience in providing mental health services to individuals with post-traumatic stress disorder (PTSD).
