About the role

We are seeking a Senior Project Manager to lead PeopleSoft PUM upgrade and Oracle Cloud Infrastructure (OCI) migration initiatives for a large public-sector client. This role will oversee project governance, cross-functional delivery, vendor performance, risk and financial management, and executive stakeholder communication across PeopleSoft application, database, middleware, and cloud modernization workstreams. The Project Manager will drive end-to-end execution while ensuring business continuity, operational readiness, and adherence to scope, schedule, budget, quality, and compliance requirements.

Responsibilities

  • Lead end-to-end planning, governance, and delivery of PeopleSoft PUM upgrade, PeopleTools upgrade, and OCI migration initiatives, including integrated project plans, milestones, budgets, dependencies, risks, issues, and change control.
  • Establish and manage project governance, reporting cadence, decision-making processes, steering committee meetings, executive status reviews, and escalation procedures.
  • Oversee implementation partners and vendors, including deliverables, milestones, resource commitments, estimates, technical approaches, contractual obligations, acceptance criteria, issue resolution, and risk mitigation.
  • Coordinate PeopleSoft PUM upgrade activities across HCM, FSCM, ELM, Pensions, and other PeopleSoft applications, including fit-gap analysis, impact assessments, retrofit strategies, testing cycles, defect management, training, deployment, and go-live readiness.
  • Lead OCI migration planning and execution, including migration strategy, architecture reviews, cutover planning, disaster recovery, security compliance, infrastructure readiness, performance optimization, and post-production stabilization.
  • Coordinate business, application, database, infrastructure, network, security, and cloud engineering teams to ensure alignment across technical and operational workstreams.
  • Manage project budgets, forecasts, invoices, vendor expenditures, resource planning, and financial controls for large-scale ERP modernization programs.
  • Identify, assess, track, and mitigate project risks, dependencies, delivery delays, quality concerns, and operational impacts while maintaining approved scope, schedule, budget, and quality objectives.
  • Serve as the primary liaison among business stakeholders, IT leadership, Oracle, system integrators, and third-party vendors, providing clear executive communication and strategic recommendations.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field.
  • 15+ years of project management experience in enterprise IT and ERP environments.
  • 10+ years of PeopleSoft project delivery experience, including proven delivery of multiple PeopleSoft PUM upgrade projects.
  • 6+ years of Project Management experience, including technical project management.
  • 6+ years of PeopleSoft experience, including PeopleSoft SQR.
  • Proven experience leading PeopleSoft migrations to Oracle Cloud Infrastructure (OCI) and large-scale infrastructure modernization or cloud transformation initiatives.
  • Strong knowledge of PeopleSoft architecture, PeopleTools, PUM, Lifecycle Management, Change Assistant, Oracle Database, WebLogic, and Integration Broker.
  • Demonstrated success managing projects with budgets exceeding $5M and coordinating multiple stakeholder groups, executive leadership, and steering committees.

Qualifications (Preferred)

  • PMP certification.
  • Oracle Cloud Infrastructure (OCI) certification.
  • Agile/Scrum certification.
  • Experience with PeopleSoft HCM, FSCM, or ELM implementations or upgrades.
  • Experience with cloud security, disaster recovery, and high-availability architectures.
  • Experience in public sector, higher education, healthcare, or other large enterprise environments.
  • Experience managing Oracle Consulting or other major system integrators.
  • Knowledge of procurement, contract management, and vendor governance.
  • Experience with portfolio management, governance and compliance, resource planning, executive communication, and performance optimization.
