Senior Project Manager - Mitigation Banking
Burns & McDonnell is seeking a Senior Project Manager to join our Environmental Services Global Practice in Kansas City, MO, supporting the growth of our National Mitigation Banking business line. This role leads strategic planning, business development, and project origination while managing the full lifecycle of mitigation banking projects, including site acquisition, entitlement, environmental permitting, construction, implementation, and long-term management.
About the role
The successful candidate will be a seller-doer with experience originating, underwriting, and executing multiple concurrent projects. This individual will build and develop high-performing teams through hiring, mentoring, and staff management while maintaining strong ownership of financial metrics and project performance. The role requires a blend of technical, financial, and leadership capabilities, including experience with environmental permitting, restoration construction, and managing biological and financial performance criteria.
Responsibilities
- Financial underwriting and project origination
- Project management for environmental mitigation projects
- Act as a technical resource for federal, state, and local permitting practices and procedures
- Client and business development, including networking and interfacing with agencies, clients, and team members
- Mentor junior environmental staff and assist with recruiting, development, and training
- Negotiate with regulatory agencies and manage contracts and construction efforts
- Support marketing and business development initiatives
- Lead projects through implementation, credit sales, interim oversight, and long-term stewardship
- Oversee project cash flow, schedules, and budgets to meet underwriting requirements
Requirements
- Bachelor's degree in natural resources, planning, or environmental permitting discipline from an accredited program
- Minimum 10 years of professional experience in the mitigation banking industry, including project financing, origination/acquisition, development, and completion
- Experience leading and growing teams in the field or office, coordinating staff, and/or project management
- Demonstrated experience originating and completing at least eight projects (critical roles spanning mitigation/conservation banks, In Lieu Fee programs, and/or Permittee Responsible Mitigation projects) over the last 10 years
- Minimum 7 years of experience with environmental permitting, NEPA documents, state PUC permitting, county/municipal land use permitting, and siting/routing studies
- Experience with project management, environmental regulation, and agency coordination (BLM, Forest Service, state agencies, county planning departments, etc.)
- Strong analytical, problem-solving, and interpersonal skills
- Ability to communicate technical information clearly and work effectively with diverse audiences (finance professionals, public officials, agency representatives, property owners, clients, construction contractors, etc.)
- Proficiency in Microsoft Word, Excel, and PowerPoint
- Valid driver’s license and ability to meet company vehicle driving standards
- Ability to travel up to 25% or more as required
