Senior Program Operations Manager

About the role

Raytheon is seeking a Program Operations Manager (POM) accountable for all operations associated with the Ground Based Radar Digitization (GBRD) Program. The position partners with a cross-functional program team and applicable manufacturing sites (factories) to develop and execute a manufacturing strategy that supports business objectives and drives cost, schedule, and technical performance. The role is onsite in Woburn, MA, and requires an active and existing DoD Secret security clearance after day 1. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Responsibilities

• Partner with program and business leadership to shape, develop, and execute the strategies and objectives of the product line to achieve cost, quality, and schedule goals.
• Drive front-end-of-the-business activities including capital strategy and execution and manufacturing strategy (make/buy/where).
• Work with program and factory teams to establish an accurate Bill of Material (BOM) and an executable build plan.
• Establish an executable manufacturing plan and manage operations-specific risks and opportunities.
• Coordinate and develop operations requirements for all gate reviews and execute proposed strategies from early gate reviews for effective implementation in future production.
• Collaborate with cross-functional teams to drive cost, schedule, and technical performance.
• Own program On Time Delivery and develop recovery strategies as required.
• Interface daily with factory and program management to communicate operations status, issues/help needed, risks, and opportunities.
• Prepare and present information for Monthly Management Reviews, summarizing program status and any ongoing production issues.
• Maintain collaborative and responsive relationships within the product line and with functional support organizations.
• Support proposal activities including Basis of Estimate (BOE) generation, ensuring costs and challenges are understood by operations/factory leadership.
• Provide functional oversight and professional development for team members.
• Work in a fast-paced environment with minimal direct supervision.
• Effectively present to audiences at all levels including executive communication.
• Build and lead cross-functional teams and projects spanning operations, engineering, quality, and supply chain.
• Hold an Earned Value Certification or equivalent, or obtain one within six months of hire.

Requirements

• Minimum 10 years of experience in Operations, Manufacturing, Engineering, and/or Program/Project Management.
• Experience with manufacturing/shop floor execution and resource planning systems.
• Experience with financials/budgets and/or risk and opportunity management, including experience with EACs.
• A University Degree or equivalent experience plus a minimum of 10 years of prior relevant experience; or an Advanced Degree in a related field plus a minimum of 7 years of experience.
• The ability to obtain and maintain a U.S. government-issued security clearance. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
• Active and existing DoD Secret security clearance required after day 1.

Preferred Qualifications

• Knowledge of manufacturing processes across the product life cycle.
• Experience with the Make/Buy/Where process, Capital Planning, Cost Reduction Strategy, Gate Reviews, and Constraints Management.
• Proposal experience with knowledge of cost estimating and the TINA proposal process.

Pay

The salary range for this role is $132,400 USD to $251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
