Senior Program Manager (Hybrid)
ASE, an Akima company, is seeking a Senior Program Manager to support technical projects and programs in the Norfolk, VA area and worldwide. This role involves managing day-to-day operational, financial, administrative, and contractual functions for land-based and shipboard electrical and electronics installation projects. The position is hybrid and requires living within commuting distance of Suffolk, VA.
Responsibilities
- Recommend strategies to assist the customer with missions, provide short-, mid-, and long-term planning goals, and optimize organizational structure and processes.
- Ensure contract documentation is delivered on time and to high quality standards; develop ad-hoc documentation as required by the customer.
- Oversee all aspects of contract financials, including cost, schedule, and technical performance of installation projects.
- Facilitate accurate and timely billing of projects and ensure cost control, schedule adherence, and quality execution.
- Assist with purchasing and procurement of equipment and materials.
- Report to Akima senior management on contract productivity, budgeting, and quality assurance.
- Administer departmental policies and procedures, evaluate performance, and assist in developing budgets, strategic plans, or policies.
- Supervise personnel to ensure productivity and high-quality installations with minimal rework; implement recruitment and retention strategies.
- Attend and facilitate weekly production meetings, providing status updates.
- Ensure proper, safe, and secure usage of Government-furnished equipment and materials, including machinery, tooling, facilities, HAZMAT, and IT assets.
- Implement prioritization based on schedules and capacity; allocate resources and personnel based on skill sets and customer needs.
- Provide electronic and written deliverables in a timely manner to avoid delays in Government progress.
- Ensure Contractor personnel complete mandatory training on schedule and maintain records of certifications, licenses, and expiration dates.
- Be available during normal working hours and after hours if needed.
- Serve as the primary point of contact for the Contracting Officer (KO) and Contracting Officer’s Representatives (COR).
- Communicate and integrate with customer stakeholders to align objectives and priorities.
- Direct program activities, including meeting preparation, briefings, and developing technical design or deployment alternatives.
- Identify and communicate risks to customer points of contact and develop mitigation recommendations.
- Facilitate quarterly progress reviews and provide oversight on contract PWS requirements.
- Supervise employees and manage external consultants, vendors, or subcontractors.
- Mentor junior Project and Program Managers and oversee technical projects.
Requirements
- Must be a U.S. citizen able to obtain and maintain a Secret clearance.
- 10 years of project management experience, with 5 years in federal contracting.
- Documented financial management experience, including:
- Determining cost, schedule, and technical performance of installation projects.
- Facilitating accurate and timely billing.
- Ensuring cost control, schedule adherence, and quality execution.
- Assisting with purchasing and procurement of equipment and materials.
- Reporting on contract productivity, budgeting, and quality assurance, including wrap rates.
- Administering policies, evaluating performance, and developing budgets or strategic plans.
- Comprehensive understanding of government contract types, including Cost Plus (CP), Time & Material (T&M), and Firm Fixed Price (FFP).
- Ability to travel approximately 25% for site visits and customer meetings.
- Experience with:
- Shipyards, military facilities, and shipboard installations or electronics projects.
- Applying quality control and assurance procedures to installation work.
- Interpreting construction, electrical drawings, schematics, and design documents.
- Evaluating performance requirements, including cost control, scheduling, and quality analysis.
- Job prioritization, resource allocation, and personnel management based on skill sets and customer needs.
- Ability to communicate effectively with employees, suppliers, engineers, technicians, and scientists.
- Proficiency in Excel, Word, Project, and Outlook.
Qualifications
- Project Management Professional (PMP) certification (desired).
- Associate’s or bachelor’s degree preferred but not required.
- Current SECRET clearance (desired).
Pay
$140,000 - $155,000
