Senior Program Manager, Diversion Initiatives

CASES and the NYC Mayor’s Office of Criminal Justice (MOCJ) are seeking a highly motivated, detail-oriented Senior Program Manager to support the development, implementation, and oversight of pretrial and diversion programs aimed at safely reducing the jail population and providing necessary supports to prevent future involvement in the criminal justice system.

About the role

Under the supervision of the Executive Director of Diversion and Transition Initiatives at MOCJ, the Senior Program Manager will manage a diverse portfolio of programs, coordinate among non-profit providers and city agencies, and cultivate relationships with key stakeholders across government, non-profits, legal professionals, and directly impacted communities.

Responsibilities

  • Manage pretrial and alternative-to-incarceration programs, ensuring smooth coordination among non-profit provider organizations, system stakeholders, and city agencies.
  • Cultivate and maintain excellent relationships with stakeholders from City and State government agencies, non-profit organizations, prosecutors, defense attorneys, judges, and directly impacted individuals and communities.
  • Facilitate meetings with diverse stakeholders to continually improve and enhance programs.
  • Develop quantitative and qualitative performance metrics for program oversight, quality assurance, policy decisions, and internal and external communications.
  • Assist in developing and implementing new interventions to address unmet diversion needs of people with open criminal legal system cases.
  • Implement data reporting templates to track program outcomes, working with MOCJ Research and service provider organizations.
  • Review program data on an ongoing basis and report on progress and outcomes.
  • Manage communications and administrative support, including preparation of meeting materials, responding to stakeholder inquiries, scheduling meetings, and conducting site visits.

Requirements

  • BA in a relevant field required; Master’s Degree preferred.
  • Minimum four years (or three years with city government, or two years with MOCJ) of full-time professional experience in criminal justice, social services, or a related field.
  • Thorough knowledge of the criminal justice system in New York City, including its operations and key actors.
  • Demonstrated operational leadership and success designing and implementing innovative criminal justice programs.
  • Strong project management and problem-solving skills, with the ability to design and implement large-scale, long-term strategic plans.
  • Ability to provide thought leadership on emerging issues, informed by knowledge of day-to-day criminal justice operations.
  • Proven ability to establish and maintain effective working relationships.
  • Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, prioritize, and work independently or as part of a team in a fast-paced environment.
  • Strong attention to detail, ability to meet deadlines, work under pressure, and use sound judgment.
  • Robust oral and written communication skills, including the ability to synthesize information quickly and frame policy issues and data clearly.

Preferred Skills

  • Experience working in the courts and/or diversion programs.
  • Familiarity with statistical methodologies.
  • Self-starter with strong initiative and sound judgment, capable of working both independently and in a cross-disciplinary team environment.

Pay

The salary range for this role is $85,000–$90,000 per year, commensurate with experience within the range.

Schedule

Full-time, Monday through Friday, 9:00 AM to 5:00 PM, with options for limited flexible hours. Travel is required.
