About the role

Torch Technologies is seeking an experienced Senior Program Manager to support an Air Force acquisition mission at Eglin AFB, FL. The role focuses on the sustainment and modernization of Mission Planning Systems to provide test and engineering support.

Responsibilities

  • Plan, research, analyze, and assess projects to recommend strategies meeting cost, schedule, and performance goals.
  • Support cost and schedule reduction initiatives for acquisition and development programs.
  • Provide program-level acquisition support to Program Managers and Integrated Product Teams (IPTs) to guide execution and maintain battle rhythm.
  • Analyze program health and advise leadership on options to maintain objectives.
  • Contribute to Request for Proposal (RFP) development including Statement of Work (SOW), Statement of Requirements (SOR), Critical Design Review (CDRL), and technical documentation.
  • Review acquisition documents (Administrative Decision Memorandum (ADM), Life Cycle Support Plan (LCSP), Acquisition Performance Brief (APB), Program Management Report (PMR), etc.) for consistency and accuracy.
  • Prepare statutory and regulatory acquisition reports, milestone documentation, and Milestone Approval and Certification (MAR).
  • Implement and execute acquisition processes in collaboration with government and prime contractors.
  • Provide program management expertise per Department of the Air Force (DoAF) Directive 5000.1, DoAF Instruction 5000.02, and relevant DoAF policy.
  • Identify policy disconnects and provide interpretation across acquisition activities.
  • Advise on Program Manager best practices to improve efficiency and cost avoidance.
  • Support acquisition strategy development, market research, risk assessment, and Mission Readiness Evaluation (MRE) initiatives.
  • Career Planning and Independent Validation (CP&IV), Functional Qualification Testing (FQT), and Development Evaluation (DEV).
  • Identify acquisition policy gaps and recommend management solutions.

Requirements

  • U.S. Citizenship
  • 10 years of directly related experience with 5 years of experience in a DoW setting
  • Active Secret Clearance

Preferred Qualifications

  • Bachelor's Degree in relevant field
