Senior Program Manager

About the Role

Leidos is seeking a Senior Program Manager for the Compartmented Enterprise Services Office (CESO) Task Order within the Systems Engineering, Technology, and Innovation (SETI) contract. The role requires a self‑motivated professional who can lead high‑performing enterprise operations teams in a high‑tempo, top‑secret environment, communicate effectively with senior national‑security decision‑makers, and drive all facets of the task to success. The CESO program supports the Defense Information System Agency (DISA) in delivering highly reliable, secure information capabilities for senior DoD and intelligence community leaders, including cloud operations, continuous development & integration, fourth‑estate consolidation, and ITIL/DevSecOps‑based professional services.

Primary Responsibilities

• Ensure sustained operations of CESO mission capabilities and delivery of operational best practices.
• Deliver commitments to DISA and mission partners to maintain high availability and reliability of CESO operations.
• Lead the team in providing exceptional service to DISA across a range of services.
• Communicate critical, time‑sensitive program information directly to SETI leadership or delegated government personnel.
• Act as the key point of contact for client relations, regularly engaging to determine priorities based on customer guidance.
• Collaborate with other SETI Task Order Managers to achieve synergy and efficiency.
• Deliver all programmatic components (cost, schedule, performance) to drive task order execution.
• Manage financial performance (revenue, operating income, margin) against Annual Operating Plan commitments.

Basic Qualifications

• Active DoD TS/SCI (or equivalent) with a BS and 8+ years of relevant experience, or a Master’s degree with 6+ years (additional experience may substitute for the degree).
• Proven experience leading operational teams to ensure mission availability and reliability.
• Ability to obtain an AWS Certified Cloud Practitioner within 120 days of starting.
• 4+ years of experience supervising or leading technical teams or projects.
• Regular communication with senior leadership of the supported organization and direct accountability for managed activities.
• Demonstrated ability to connect with and effectively lead a high‑performing, diverse team.
• Experience supporting or leading proposals to achieve on‑contract growth.
• Experience leading programs with year‑over‑year financial and margin growth.
• Excellent written and oral communication skills.
• Proven ability to negotiate and influence others to adopt new concepts, practices, and approaches.
• Ability to drive employee culture change and transformation.
• Experience leading teams in a high‑op‑temp, top‑secret environment.

Preferred Qualifications

• PMP Certification.
• Prior experience with DISA and DISA’s support to mission partners.

Pay Range

$131,300.00 – $237,350.00
