Senior Program Director – State Energy Program

About the Role

The State Energy Program Director will launch and deliver a state HOMES and HEAR program, working closely with the National Director and Program Directors to oversee, coordinate, and drive strategic initiatives. This high-impact, fast-paced role requires exceptional organizational, leadership, and communication skills to ensure on-time program delivery aligned with U.S. Department of Energy requirements. The Director will manage subcontractors for seamless implementation and serve as a key point of contact for clients.

APTIM’s Energy Transition team delivers innovative energy efficiency, energy management, carbon management, smart infrastructure, and distributed energy resources (DER) solutions. The Director will make high-level decisions, provide strategic guidance, and lead a team to implement strategies that meet DOE and state governance requirements while driving market transformation.

Responsibilities

  • Develop start-up and implementation plans with the team to deliver program elements on time while meeting or exceeding requirements.
  • Establish project management tools to track and report progress to internal and external stakeholders.
  • Manage stakeholders to ensure alignment with project schedules and rapid contingency planning.
  • Communicate and inspire the implementation team toward aligned goals and objectives.
  • Stay abreast of U.S. Department of Energy guidelines and economic, policy, and technology developments to ensure program compliance and success.
  • Identify and capitalize on new opportunities to enhance the program in alignment with client, market, or customer needs.
  • Establish and maintain a weekly production forecast, proactively addressing forecast misses.
  • Manage program financials in coordination with the Portfolio Director, maintaining detailed forecasts.
  • Continuously improve strategies, designs, and operations to maintain or enhance program KPIs.
  • Ensure work is performed safely, ethically, within budget, and according to client requirements.
  • Lead efforts to align the implementation team and client, managing internal teams, subcontractors, and consultants.
  • Prepare effective communications (e.g., memos, presentations) to support program decisions.
  • Maintain communication with APTIM leadership, escalating key issues and bringing insights back to the team.
  • Manage employee performance through goal setting, assessment, and coaching.
  • Ensure compliance with APTIM quality, safety policies, and OSHA regulations.

Requirements

  • Bachelor’s degree in Business, Engineering, Environmental Studies, or related field (or equivalent work experience).
  • 8+ years of progressive experience in Energy Efficiency, Energy Management, Sustainability, Program Management, or Demand Side Management Programs.
  • Experience leading and managing a complex program team and owning large, complex program budgets and P&L.
  • Demonstrated ability to build and lead diverse, multidisciplinary teams and foster a collaborative culture.
  • Working knowledge of the energy efficiency industry and its landscape.
  • Ability to define, refine, and manage internal processes (e.g., accounting, HR, contracting, compliance, safety, financial reporting).
  • Demonstrated ability to develop and execute a complex strategic vision.
  • Executive-level communication, presentation, and contract negotiation skills.
  • Advanced proficiency in Microsoft Office software suite.
  • Experience proactively managing risks and issues across program implementation.
  • Financial management, budgeting, and reporting experience, including multi-million-dollar programs.
  • High emotional intelligence and ability to work effectively with diverse teams and stakeholders.
  • Strategic, solution-oriented approach to problem-solving.
  • Ability to maintain confidentiality and handle sensitive information with integrity.
  • Commitment to fostering a collaborative work environment.

Preferred Qualifications

  • Advanced knowledge and experience with current Microsoft toolset.
  • Professional experience working with state, local, and federal governments, utilities, and non-profit organizations.
  • CEM, PMP, BPI, or similar certification.

Pay

The current pay range for this position is $140,000 - $170,000 per year, depending on experience, education, key skills, geographic location, client requirements, and internal equity.
