About the role
OBXtek is staffing a Senior Program Analyst to support the Army’s United Network Modernization (UNM) organization at Fort Belvoir, VA. This role serves as the primary conduit between Fort Belvoir HQ and the Germany-based team, providing schedule oversight, deliverable reviews, administrative support, and program reporting.
Responsibilities
- Serve as the conduit between Fort Belvoir HQ and the Germany team.
- Maintain detailed familiarity with MS Project, Integrated Master Schedules (IMS), and individual project management.
- Provide direct support to monitoring and reviews of all project schedules.
- Develop and maintain a detailed understanding of day-to-day operations in Germany, including ongoing projects and contract deliverables.
- Conduct detailed reviews of major contract deliverables (key briefings) sent from Germany to Fort Belvoir.
- Provide administrative support: develop SOPs, funding documents, PowerPoint presentations, and after-action reports.
- Work concurrently with a dedicated Project Coordinator at Fort Belvoir to ensure adequate and timely support to the Theater.
- Participate in daily, weekly, bi-weekly sync meetings; some meetings will occur during early morning hours due to time-zone differences.
- Track and report on project deliverables; support funding requests as needed.
- Develop, coordinate, and present program information; update and respond to program management reports.
- Develop, update, and maintain project plans and schedules; prepare and conduct program reviews (Annual, Quarterly).
- Perform Staff Action Control Officer (TMT) tasks for Ops; develop, plan, coordinate, and participate in Ops Battle Rhythm events (IPRs, C&S, Stand-Up).
- Develop, update, and respond to Ops reporting requirements; perform personnel tasks for Ops.
- Perform long-range planning; participate in informal meetings, conferences, committees, and seminars.
- Provide administrative support tasks: calendar/time management, office supplies/materials, record management.
- Provide non-program-specific data calls, weekly reports, and RFIs; coordinate travel requirements (training, theater/country clearance, risk assessments).
- Prepare and/or attend business management meetings (Program Management, staff, etc.); route contracting requirements and contract modifications.
- Develop/provide annual POM inputs; serve as the Government’s primary point of contact for assigned projects.
- Work collectively with other operations or project managers across the organization.
- Provide direct support to the monitoring and reviews of all project schedules.
- Have a detailed understanding of day-to-day operations for assigned projects, including ongoing deliverables.
- Provide detailed reviews of major contract deliverables (key briefings) sent from the APM prior to presentation to leadership.
- Provide administrative support: develop SOPs, funding documents, PowerPoint presentations, and after-action reports.
- Some travel can be expected (both OCONUS and CONUS).
Requirements
- Active Secret clearance.
- MS Project experience is required.
- Army Acquisition Process experience preferred; other DoD-relevant experience is accepted.
- Minimum of 8 years of related program management experience.
- Experience providing oversight of large, multi-functional project teams, preferably in an information technology environment.
- Ability to plan and manage complex tasks under tight budget and time constraints across multiple regions overseas.
- Strong management and leadership skills; strong written and oral communication skills.
- Experience in Government acquisition; familiarity with industry best practices; Government contract and subcontract management.
Qualifications
- Bachelor’s Degree in IT or Business.
- Project Management Professional (PMP) certification or DAU Level III Project Management certification.
Desired Qualifications
- Network/Systems Engineering certifications.
- Secret clearance.
