Senior Product Manager – Public Sector Modernization

About the role

We are seeking an experienced Senior Product Manager to lead a major, multi-year modernization of a mission-critical public-sector application for the Pennsylvania Public Utility Commission (PA PUC). This role will own the product vision, strategy, roadmap, requirements, backlog, design, development coordination, testing, and implementation of the modernized solution. The Product Manager will serve as the key bridge between business stakeholders and technical delivery teams, ensuring that business needs translate into a secure, accessible, scalable, and user-focused application. This is an excellent opportunity for a Product Manager with proven experience leading large-scale public-sector modernization or digital transformation initiatives valued at $10M+.

Responsibilities

  • Own the product vision, strategy, and roadmap for a major application modernization initiative.
  • Elicit, document, prioritize, and manage requirements and user stories from diverse business stakeholders.
  • Translate business needs into actionable user stories, acceptance criteria, and product backlog items.
  • Lead and coordinate product design, development, testing, implementation, and adoption activities.
  • Partner with solution architects, developers, UX/UI teams, vendors, and business stakeholders to define modern technical approaches.
  • Prioritize features and technical work based on business value, risk, dependencies, and strategic objectives.
  • Facilitate Agile/Scrum activities, including backlog refinement, sprint planning, reviews, and retrospectives as needed.
  • Serve as the primary liaison between business stakeholders and technical delivery teams.
  • Define product success metrics and KPIs and track progress against established goals.
  • Support change management, training, and user adoption.
  • Oversee and support testing of large-scale data conversions.
  • Identify project risks, dependencies, and impediments and drive them toward resolution.
  • Ensure alignment with applicable security, data privacy, accessibility, and public-sector compliance requirements.
  • Provide clear status updates, recommendations, and product guidance to IT leadership and business sponsors.

Requirements

  • 5+ years of experience as a Product Manager leading $10M+ large-scale public-sector modernization efforts.
  • Demonstrated experience modernizing legacy applications or leading significant digital transformation initiatives.
  • Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs.
  • Working knowledge of Agile/Scrum methodologies and tools such as Azure DevOps, Jira, or similar platforms.
  • Experience overseeing and testing large data conversions.
  • Excellent written and verbal communication skills with the ability to work effectively with both technical and non-technical audiences.
  • Strong organizational and prioritization skills with demonstrated ability to manage competing demands.

Qualifications

  • Enterprise application modernization experience, including migrations from legacy platforms to modern architectures.
  • Familiarity with the Microsoft technology stack, Microsoft Azure, or content management systems.
  • Experience with process improvement and business process reengineering.
  • Knowledge of WCAG 2.1 accessibility standards and public-sector compliance requirements.
  • Previous experience with Commonwealth of Pennsylvania agencies or comparable public-sector organizations.
  • Bachelor’s degree in Business, Information Systems, Computer Science, or a related field, or equivalent professional experience.
  • YAFOS Certification.

Schedule

This is a hybrid position. Candidates are expected to work onsite in Pennsylvania 2 days per week, including Wednesday, with the remaining 3 days worked remotely. Candidates who can reliably meet the onsite requirement are strongly preferred.

Ideal Candidate

The ideal candidate combines strong Product Management leadership with hands-on experience delivering complex public-sector application modernization initiatives. They can confidently engage executive and business stakeholders while working closely with architects, developers, UX/UI professionals, and vendors to move a large-scale modernization program from vision through successful implementation.
