Senior Procurement Analyst, Senior Consultant
About the role
The Senior Procurement Analyst (SPA) supports the CGM Division's Policy, Systems, and Training Branch. This position is tied to an optional task order and may be funded on a full-time or part-time basis. The SPA may also support the contractor Site Director as needed.
Responsibilities
- Provide Cradle to the Grave Federal Procurement and Acquisition Assistance, not limited to, but including: Contracting Knowledge & Regulatory Expertise
- Maintains expert knowledge of FAR Part 15 competitive contracting methods, contract types, and acquisition innovation techniques as detailed in the Periodic Table of Acquisition Innovation
- Applies mastery of Federal contracting principles, laws, Executive Orders, and regulations to pre-award and post-award actions across supplies, services, equipment, and construction
- Researches and applies regulatory changes, Executive Orders, and statutory updates, providing impact assessments to the CGM Director of Policy, Systems, and Training
- Assists in developing and revising MCC policies, standard operating procedures, and acquisition instructions across contracting, financial assistance, and interagency agreements
- Contributes to key governance documents including the MCC Contracts Operating Manual (COM), Grants and Cooperative Agreements Manual (GCAM), and Acquisition Instructions (AIs)
- Develops and delivers training presentations and sessions to MCC personnel on acquisition topics as determined by the MCC COR, in person, virtual, or hybrid formats
- Aids the MCC Acquisition Career Manager in managing the FAC-COR Program, including monitoring certification status, coordinating new COR/PM nominations, and supporting outreach to lapsing certifications
- Participates in CGM quarterly quality assurance reviews of contract actions, ensuring adherence to applicable contracting principles, laws, and regulations
- Assembles information to respond to internal reviews and audits (PBC/PBG requirements) and provides recommendations on A-123 reviews, NFRs, and NFSs
- Maintains oversight of invoice and financial oversight, ensuring timely invoice review and approval, conducting outreach to CORs and PMs to ensure accountability, and escalating issues to supervisors as needed
- Applies knowledge of financial methods and grants/assistance management processes to assess recipient financial stability and support compliance with award terms
- Supports administration of grants, cooperative agreements, and Interagency Agreements including G-Invoicing and Treasury Forms 7600A/7600B

- Applies knowledge of IGT procedures and Federal financial assistance regulations to support compliant award management
- Serves as a technical resource and advisor to program offices, acquisition staff, and external stakeholders on procurement and compliance matters
- Participates in CGM standardization projects to improve and streamline award documents and processes as a contractor representative
Qualifications
- Bachelor's degree with 24 semester hours in any combination of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management
- Eight (8) or more years of direct Federal contracting experience
- At least one (1) year of specialized experience at the GS-14 equivalent level
Desired Qualifications
- FAC-C (Professional) or DAWIA in Contracting (Professional)
- NCMA CFCM, CPCM, or equivalent non-Federal certification
