Senior Portfolio Manager with Security Clearance

About the Role

The data-oriented contractor will provide expert advice and support to agency senior staff, the Chief Financial Officer (CFO), DIEM management, and stakeholders across the DIE. This role focuses on identifying and gaining insights into DIEM investments, as well as implementing oversight through programmatic realignments and other strategic approaches.

Responsibilities

• Assist the government in managing the Finance and Acquisition functional portfolio, investment management, and Capital Planning and Investment Control (CPIC) process.
• Support strategic planning and coordination with external stakeholders.
• Help establish goals and targets, monitor performance, and report against acquisition plan and program management performance criteria.
• Conduct on-site quality control, review and approve working papers and findings, and ensure adherence to applicable standards, laws, policies, and regulations.
• Participate in teams for complex work streams, interacting regularly with Financial Management & Comptroller and Government clients.
• Apply technical expertise to implement business solutions and support change management, strategic communications, business process reengineering, or financial management systems implementation initiatives for the Federal Government.

Qualifications

• Proven experience as a knowledgeable analyst, conducting requirements gathering and project analysis.
• Specialized expertise in business analysis tasks such as forecasting, project facilitation, and process enhancement.
• Proficiency in Agile Scrum and other project management tools and frameworks.
• Track record of developing and executing business solutions, as well as researching systems and practices to drive organizational innovation.
