About the role
The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 31 buildings, 18 public monuments, over 6,000 parking stalls, four state parks and a 260-acre lake.
Responsibilities
- Lead a team of building managers in overseeing the daily operations, financial performance, quality maintenance, and regulatory and fire safety compliance of facilities across Clark, Cowlitz, King, and Yakima counties.
- Serve as the strategic link between facility tenants and leadership, coordinating maintenance, lease compliance, and capital planning projects while fostering strong stakeholder relationships to minimize tenant disruption.
- Provide direct personnel management for the OTC building managers, vendors and contracts manager, and supply and procurement supervisor, including scheduling, leave coverage, conflict resolution, and performance management.
- Partner with the DES Contracts Unit to define compliant scopes of work for service contracts while serving as the divisional expert on state procurement guidelines (RCW 39.26) and advocating for diverse spend initiatives.
- Act as the strategic link between the vendor contracts manager and facilities leadership by analyzing key operational metrics and trends to identify risks, patterns, and areas requiring cross-team coordination.
- Lead and set priorities for the supply and procurement team, supporting the supervisor to ensure all goods, services, and inventory management strictly comply with state procurement guidelines.
- Analyze procurement metrics and trends to identify risks requiring leadership attention, while serving as the primary liaison between the supply unit and facilities leadership.
- Oversee operating budgets, expenditures, and funding strategies for the assigned property portfolio and supply unit, collaborating with finance and project delivery teams to prioritize capital projects and assist in 10-year budget development.
- Oversee elevator portfolio, collaborating with stakeholders and the maintenance manager to oversee contract compliance, modernization projects, and regulatory standards.
- Collaborate with division process partners, B&G trades, project managers, and financial and planning staff to provide comprehensive management of assigned facilities.
- Prepare and maintain records and materials associated with planning projects to provide information to technicians, planners, government officials, and the public.
Qualifications
- Willingness and ability to travel significant distances across the state to DES outside Thurston County (OTC) properties in at least five (5) counties, at a minimum frequency of every other month.
- Experience with real estate practices and laws in property management and lease administration.
- Experience with elevator portfolio management.
- Experience with contract administration and management principles.
- Experience with construction project management, to include planning and oversight.
- Experience with administering departmental programs, including the development of agency policies, and observing and interpreting trends.
Preferred Qualifications
- Working knowledge of state, county, and local government relationships, policies, and regulations.
- Working knowledge of private industry standards and practices.
- Experience with asset management, to include maintenance and financial management strategies.
- Experience with working with and preserving public and historic state-owned lands, buildings, and other resources.
- Experience with collaboration: Work in a close team relationship with division process partners, B&G trades, project managers, and financial and planning staff to provide comprehensive management of assigned facilities.
- Experience with project records: Prepare and maintain records and materials associated with planning projects to provide information to technicians, planners, government officials, and the public.
