Employment Type: Full-Time, W-2 Location: Onsite Montgomery County, Maryland Project Type: Public-Sector Technology Initiative Position Overview We are seeking an experienced Senior Lead / Primary RFP Author to lead the development of a comprehensive enterprise technology Request for Proposal (RFP) for a public-sector technology initiative. This role requires a strong combination of technology project management, requirements gathering, stakeholder engagement, and RFP development experience. The ideal candidate will also have experience supporting a police department, law enforcement agency, or similar public-safety organization. Key Responsibilities Lead the planning and development of a comprehensive enterprise technology RFP. Develop and maintain the project implementation plan, schedule, milestones, risks, and deliverables. Identify key stakeholders and conduct interviews and requirements-gathering sessions. Review and document existing technology contracts, services, and requirements. Conduct and document technology needs assessments. Serve as the primary author of RFP documentation. Translate business, operational, and technology needs into clear procurement requirements. Coordinate input and feedback from technology, business, finance, and procurement stakeholders. Facilitate meetings and provide regular project status updates. Manage iterative reviews and revisions of RFP documentation. Maintain detailed and accurate project documentation. Help ensure final procurement documentation addresses applicable software, hardware, professional services, and ongoing support requirements. Required Qualifications Minimum 5 years of customer-facing technology project management experience. Experience working with technology users to gather and document requirements on at least three projects. At least one project involving a police department or other law enforcement agency. Meaningful experience developing or supporting at least three RFPs. Experience serving as the primary author of at least one RFP. Strong understanding of technology requirements and technology-related procurement initiatives. Experience working directly with customers and multiple project stakeholders. Excellent written and verbal communication skills. Strong presentation, facilitation, and interpersonal skills. Exceptional attention to detail and documentation. Ability to independently manage multiple priorities and deadlines. Proficiency with Microsoft Word and Excel. Preferred Qualifications Experience with police, law enforcement, or public-safety technology and operations. Experience developing RFPs involving software, hardware, and/or technology professional services. Government or public-sector procurement experience. PMP certification; relevant experience may substitute. Experience supporting complex technology initiatives involving multiple stakeholder groups. Work Environment This is a full-time W-2, onsite position in Montgomery County, Maryland. The role requires direct interaction with project leadership and stakeholders, including participation in meetings, interviews, requirements-gathering sessions, and project reviews.
