Senior IT Procurement Business Analyst / Project Manager
Our client is seeking an experienced Senior IT Procurement Business Analyst / Project Manager to support enterprise procurement and contract management initiatives within a State Government environment. This role requires a professional with extensive experience managing IT procurements, gathering business requirements, developing solicitation documents, coordinating stakeholders, and ensuring compliance with State procurement regulations.
The successful candidate will work closely with internal business units, Information Technology Services (ITS), and external vendors to procure IT products, software, services, and technical resources while ensuring adherence to State procurement laws and established procurement guidelines. This is a 100% onsite position requiring strong project coordination, procurement expertise, and stakeholder communication skills.
Important Hiring Information
Fingerprint Background Screening Required – this position requires a mandatory fingerprint background screening. The clearance process is lengthy and may take up to one month. Candidates must not resign from their current employer immediately after accepting an offer; wait until fingerprint clearance has been completed. Candidates currently working on contracts ending within the next month are highly preferred.
Responsibilities
- Manage IT procurement and contract management activities from initiation through completion.
- Provide project management and oversight for procurement initiatives.
- Ensure procurement activities comply with Mississippi State laws and Information Technology Services (ITS) procurement guidelines.
- Gather, document, and validate business requirements from stakeholders.
- Develop Requests for Proposals (RFPs) in accordance with State procurement procedures.
- Create additional solicitation documents for acquiring software, hardware, professional services, and technical resources.
- Coordinate proposal evaluations, bid reviews, scoring, and vendor selection processes.
- Perform market research and product evaluations to identify the best technology solutions for agency needs.
- Work collaboratively with ITS to obtain procurement guidance and project oversight.
- Facilitate communication between business stakeholders, technical teams, procurement offices, and vendors.
- Monitor procurement timelines, deliverables, and project milestones.
- Support multiple concurrent procurement and technology initiatives.
Requirements
Candidates must demonstrate the following experience on their resume:
- Business requirements gathering, documentation, and communication – 10+ years
- Writing business requirements, user stories, business processes, and workflows – 10+ years
- Organizing project teams and managing work plans across multiple projects – 10+ years
- Business Analyst and/or Project Manager experience – 10+ years
- Experience working within State Government – 10+ years
- Experience creating IT procurement solicitations (RFPs, RFQs, RFIs, etc.) for software and services – 10+ years
Qualifications
The following qualifications are preferred but not required:
- Certified Mississippi Purchasing Agent (CMPA) Certification
- Experience working with Mississippi Information Technology Services (ITS)
- Knowledge of State procurement laws, regulations, and contracting processes
- Strong vendor management and contract administration experience
- Excellent written and verbal communication skills
- Strong stakeholder management and negotiation abilities
