About the role

The North Dakota Office of Management and Budget (OMB) is seeking a Senior Human Resources Advisor to lead process improvement efforts, support statewide HR administration, and advise agencies on complex HR matters.

Responsibilities

  • Lead enterprise HR process improvement efforts that simplify work, reduce manual steps, and strengthen consistency across Team ND.
  • Use technology, automation, and data to improve workflows, strengthen decision-making, and simplify how HR work is accomplished.
  • Research and interpret federal employment laws, North Dakota Century Code, North Dakota Administrative Code, statewide HR policies, and HR best practices.
  • Advise agency HR professionals and internal partners on complex policy, process, system, and operational questions.
  • Serve as a trusted subject matter expert on HR operations, technology, policy, and processes while providing practical guidance to agencies and internal team members.
  • Facilitate complex or difficult conversations while building trust, strengthening relationships, and helping others move toward solutions.
  • Lead cross-agency workgroups, projects, and enterprise initiatives by bringing together diverse perspectives and helping teams move from discussion to decision.
  • Evaluate HR operations and processes to identify opportunities that improve efficiency, strengthen consistency, and reduce organizational risk.

Requirements

To be considered for this role, you should bring at least four years of professional Human Resources experience with increasing levels of responsibility involving consultation, policy interpretation, business process improvement, workforce analytics, project leadership, classification, or administration of complex Human Resources programs.

Qualifications

Preferred qualifications include professional HR certifications (PHR, SPHR, SHRM-CP, or SHRM-SCP).

Skills

Confidence in expertise, ability to navigate uncertainty, enthusiasm for using technology to improve work, and the capacity to connect HR operations to practical solutions.

Pay

Hiring range: $6,367-7,650/month. After successful completion of a six-month probationary period, you may be eligible for up to a 5% increase.

Schedule

Shift: Monday-Friday, 8:00 a.m. – 5:00 p.m. (flexible schedule options available).

Agency Specific

Compensation & Location: Work Style: Remote within North Dakota (including the Fargo/Moorhead metro area and Grand Forks/East Grand Forks metro area), or onsite at the Capitol Complex in Bismarck.
