About the role

The Oregon Health Authority is seeking multiple full-time, Hybrid positions as Senior Human Resource Business Partners (Human Resource Analyst 3). These roles are part of the collaborative Oregon State Hospital (OSH) Employee and Labor Relations Team.

Responsibilities

  • Tackle complex employee and labor relations issues, partnering with and advising management on collective bargaining agreement (CBA) and policy interpretation.
  • Conduct fact-finding investigations and prepare clear, well-supported investigation reports and disciplinary documentation.
  • Support organizational change initiatives and address critical workforce challenges.
  • Build trust and consult with diverse internal and external customers, including management, union representatives, and employees.
  • Facilitate discussions, resolve conflicts, and guide employee and labor relations processes.
  • Assess incomplete information, weigh risks, and make sound recommendations for strategic, compliant, and sustainable solutions.
  • Manage a high-volume workload, prioritize shifting priorities, and balance competing deadlines.
  • Exercise sound judgment under pressure and maintain professionalism, diplomacy, and emotional intelligence in challenging situations.

Requirements

Desired attributes include:

  • An understanding of collective bargaining agreements, employment policies, employment law, and related HR regulations.
  • Experience in labor and employee relations, including CBA and policy interpretation, performance management, and investigation reporting.
  • Curiosity, collaboration, and continuous learning, with comfort in seeking input and learning from others.
  • Excellent interpersonal and communication skills, including the ability to consult and collaborate with diverse customers.
  • Analytical and problem-solving abilities, including assessing incomplete information and weighing broad organizational impacts.

Qualifications

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business, Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study.
  • Three years of Human Resource professional-level experience related to the position.
  • Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, or four years of Human Resource professional-level experience.
  • Six years of Human Resource experience related to the position, with four years at the professional level.
  • A master's degree in any of the above-listed courses of study may substitute for one year of professional-level experience.
  • State Certified Human Resources Professional (SCHRP) certification, or valid certification as a SHRM Certified Professional, or valid certification as a PSHRA-CP.

Pay

The salary range for these positions is $6,507 - $9,604 per month, contingent upon meeting the minimum qualifications and potential eligibility for PERS.

Schedule

These are hybrid positions, with 3 days working in the Oregon State Hospital’s Salem office and 2 days working remotely.
