About the role
The Oregon Health Authority is seeking multiple full-time, Human Resource Analyst 3; Senior Human Resource Business Partner positions located in Salem, Oregon. These are hybrid positions offering a flexible 3-day in-office and 2-days remote schedule.
Responsibilities
- Interpret and apply complex legal and policy frameworks to real-world workforce situations.
- Partner with and advise management on collective bargaining agreement (CBA) and policy interpretation.
- Conduct fact-finding investigations and prepare clear, well-supported investigation reports and disciplinary documentation.
- Assess incomplete information, weigh risks, and make sound recommendations for complex workforce issues.
- Evaluate broad organizational impacts and balance competing priorities in crafting strategic, compliant, and sustainable solutions.
- Manage a high-volume workload, shift priorities, and handle competing deadlines with professionalism and diplomacy.
Requirements
- A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study.
- Three years of Human Resource professional-level experience related to the position.
- Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, or four years of Human Resource professional-level experience.
- Six years of Human Resource experience related to the position, with four years at the professional level.
- A master's degree in any of the above-listed courses of study may substitute for one year of professional-level experience.
Qualifications

Pay
The salary range for this position is $6,507 - $9,604 per month, with potential for a 6.95% increase if eligible for PERS.
