Senior HSI/HFE Systems Engineer
Applies working knowledge of systems engineering fundamentals for both unmanned remotely operated vehicles (ROVs) and manned submersible systems to provide guidance to the division’s engineering and design activities under the direction of a program manager and lead engineer. Interacts with other OTECH personnel and guides engineering efforts to meet the client’s requirements, with a focus on Human Systems.
Responsibilities
- Human Factors Engineering (HFE)
- Derive, allocate, and trace human engineering requirements to system, subsystem, and interface levels; develop HFE specifications using MIL‑STD‑1472H and MIL‑HDBK‑46855A.
- Plan and execute user research (context-of-use analyses, task/functional analyses, workload, situation awareness), human-in-the-loop (HITL) evaluations, and usability testing using formative and summative methods.
- Conduct cognitive and physical ergonomics analyses (e.g., anthropometry, reach envelopes, biomechanics, vision/hearing, control/display design, alerting, and crew station layout).
- Familiarity with both hardware and software GUIs (Graphical User Interfaces) and UX (User Experience)/UI (User Interface).
- Perform human performance modeling (e.g., timeline analysis, workload assessments, and error analysis) to inform system architecture and risk mitigations.
- Generate Human Engineering Program Plan (HEPP), Human View (DoDAF HV) artifacts, and maintain HFE requirements traceability (e.g., in Cradle/DOORS/Jama).

- Manpower
- Determine manpower requirements from operational concepts and CONOPS, aligning with affordability and readiness goals.
- Conduct workload distribution and staffing analyses to minimize/optimize crew size while maintaining mission effectiveness.
- Support organizational design for maintenance and operations, aligning with manpower constraints and doctrine.

- Define knowledge, skills, abilities, and other characteristics (KSAOs) required for operators and maintainers; ensure personnel specifications match design assumptions.

- Derive training requirements and conduct Front-End Analysis and job/task analysis to determine training system content and media (live, virtual, and/or constructive).

- Environmental, Safety & Occupational Health (ESOH)
- Perform human-centered hazard analyses and integrate mitigations consistent with MIL‑STD‑882E (System Safety) and MIL-STD-1472.
- Assess environmental and occupational health risks (e.g., noise, vibration, thermal stress, acceleration, and chemicals), coordinating with industrial hygiene and medical communities.
- Support System Safety Program Plan (SSPP), HF hazard logs, and ALARP risk acceptance.

Qualifications
- Minimum Qualifications
- BS in Human Factors, Industrial/Systems Engineering, Physics, Cognitive Science, Ergonomics, or related field; MS preferred.
- 3–5+ years applied HSI/HFE in DoD acquisition or similar safety-critical domain (maritime, aviation, space, ground-based).
- Demonstrated experience with MIL‑STD‑1472, MIL‑STD‑882, DoDI 5000-series HSI integration, and conducting HITL testing.
- Proficiency with human performance tools (task analysis, timeline/workload analysis). Supporting requirements management (i.e. Cradle, DOORS, Jama) and model-based SE (SysML).
- Experience contributing to and possibly writing HSIPP/HEPP, HFE test protocols, evaluations, and presenting at design reviews.
- Strong communication, stakeholder engagement, and data reporting skills.
- Preferred Qualifications
- Professional certifications: Board of Certification in Professional Ergonomics (CPE/CHFP), Human Factors and Ergonomics Society involvement.
- Experience with DoDAF, MBSE (SysML/UML), human modeling (e.g., JACK, RAMSIS), simulation (MATLAB/Simulink), and VR/AR for human-in-the-loop, and statistical tools (JMP/Minitab/R/Python).
- Familiarity with service-specific criteria (e.g. DoD 5000 Series, NAVSEA design guides, INCOSE human engineering).
- Experience in OT&E (Operations Test & Evaluation), fleet/user engagement, and joint programs.
