Senior Housing Officer (Supportive Housing Division)

About the Role

The Senior Housing Officer will lead the annual Continuum of Care (CoC) application process on behalf of the Boston CoC, managing over $50 million in annual funding to support Boston’s homelessness response system. This role oversees supportive housing and homeless contracts, ensures compliance with regulations, and drives system performance to achieve the City’s goal of making homelessness rare, brief, and non-recurring. The position involves supervising staff, coordinating with non-profit partners, and engaging people with lived experience of homelessness to improve system design and resource allocation.

Responsibilities

• Lead the community response to the annual Continuum of Care Notice of Funding Opportunity (NOFO), including convening the CoC’s Strategic Funding Working Group for input on application decisions.
• Manage the internal CoC NOFO project management team and organize CoC General Membership meetings.
• Provide regular updates to the CoC Board on issues affecting the CoC program.
• Supervise contract management staff to ensure funded programs comply with Federal, State, and local regulations.
• Lead monitoring and evaluation of funded programs to assess system performance and efficiency in public fund usage.
• Develop and implement Performance Improvement Plans in collaboration with affected agencies and staff.
• Directly manage contracts related to homelessness initiatives within the Supportive Housing Division.
• Ensure data management and quality meet system objectives and funder expectations.
• Oversee procurement development and scheduling for new and existing funding sources.
• Provide guidance on program requirements to non-profit provider partners and coordinate Boston’s provider network.
• Partner with individuals with lived experience of homelessness on system design, resource allocation, and strategic efforts.
• Assist the Supportive Housing Division team in responding to emergency constituent assistance requests.
• Supervise consultants, contractors, and staff as needed.

Requirements

• Minimum of four (4) years of experience in policy development, program evaluation and design, stakeholder management, or related professional experience, including two (2) years in a project or program management capacity.
• Degree in public policy, social work, business, public administration, or related fields preferred (appropriate educational substitutions may be made).
• Familiarity with HUD regulations, specifically the Continuum of Care program and the HEARTH Act, preferred.
• Understanding of housing issues and programs, including administrative procedures like program requisitions, contract management, and budget oversight.
• Comprehension of housing development or finance principles and practices.
• Strong negotiation, communication, organizational, and interpersonal skills.
• Proficiency in Microsoft Office and Google Suite; experience with Salesforce and HUD reporting systems preferred.
• Willingness to work evenings and weekends throughout the city.
• Ability to exercise good judgment and focus on detail.
• Boston residency required.

Preference will be given to candidates with lived experience relevant to the work, particularly those from communities disproportionately affected by homelessness, including people of color and LGBTQ individuals.

Pay

Union/Salary Plan/Grade: SEIU/N-24. Hours per week: 35. Refer to the Salary Information section on the Boston Career Center site for compensation details by Grade and Step.

Employees of the Mayor’s Office of Housing (MOH) and their immediate family members are prohibited from buying or leasing City Involved Housing, except for applicants already living in such housing at the time of hire.
