About the role

Praescient Analytics is seeking a Senior Financial Manager (DOW) to provide expert financial leadership for the Office of the Undersecretary of War for Research and Engineering (OUSW(R&E)) Assistant Secretary of War for Mission Capabilities (ASW(MC)). This role is critical to the Planning, Programming, Budgeting, and Execution (PPBE) cycle for large-scale technology programs exceeding $100M in value. You will serve as a key financial advisor, ensuring the fiscal health and regulatory compliance of advanced prototyping and experimentation efforts.

Key Responsibilities

- PPBE Cycle Management: Provide expert support for the entire Planning, Programming, Budgeting, and Execution cycle, including the development of program and budget submissions such as POM, R-Docs, and Issue Papers. - Financial Oversight: Manage and report on the execution of funds, documenting, monitoring, and reconciling obligations and expenditures throughout the fiscal year. - Systems Utilization: Maintain proficiency in governmental financial systems, including Core Financials (CF), EBAS, G-INVOICE, Defense Agencies Initiative (DAI) tools, ADVANA, and SAFES. - Resource Management: Prepare and process essential funding documents, including Military Interdepartmental Purchase Requests (MIPRs), Sub-Allocations, and Inter-Agency Agreements. - Technical Acquisition Support: Review and manage resources for contracts, offering expert advice on contract administration and interpreting technical documents like Performance Work Statements (PWS) and specifications. - Reporting & Analysis: Conduct quarterly financial reviews and provide regular status reports, performance data, and analytical graphs to senior leadership. - Regulatory Compliance: Apply policies and standards from the Secretary of the Air Force/Financial Management, Investment and Budget Branch (SAF/FMBIB).

Required Qualifications

- Experience: - Minimum of 15 years of SAP project management, project liaison, and statistical analysis experience. - 10 years of experience in financial oversight for large-scale technology programs (exceeding $100M) covering design, manufacturing, integration, and testing. - 8 years of experience on Air Force Special Access Program CORE (AF SAP CORE), Capability Viewpoint 2 (CV2), and SAFES systems. - 5 years of experience applying SAF/FMBIB policies or leading a portfolio of technology development programs. - Education: Bachelor’s Degree from an accredited college or university in any field of study. - Clearance: Active TS/SCI Clearance

Preferred Qualifications

- Prior Military or Department of War (DoW) experience. - Master’s degree from an accredited college or university. - Strong communication skills for maintaining effective relationships with government and industry points of contact.
