Location: Reston, VA / Bolling AFB, Washington, DC. Active TS/SCI clearance with CI Polygraph required.

About the role

Provides cost/price analysis support with comprehensive knowledge of the full scope of laws, regulations, and policies that affect both the development of Independent Government Cost Estimates (IGCEs) and the cost/price analysis of proposals submitted for all pre-award contracting activities up to and including contract award.

Responsibilities

  • Perform cost/price analysis on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements.
  • Assist in the development of and/or make recommendations for the cost/price objectives to be used in negotiations.
  • Provide a forecast of price trends, economic factors, and efficiencies in production for future accounting periods using analytical techniques such as random sampling, cost models, and parametric cost models.
  • Request, coordinate, and integrate into a comprehensive pricing report the various technical evaluations of cost elements.
  • Provide guidance in selecting, designing, and applying analytic methodologies to solve issues.
  • Other duties as assigned.

Requirements

  • 8–12 years of experience (Senior Level) with a Bachelor’s Degree, or 13+ years of experience (Expert Level) with a Master’s degree.
  • Must have performed relevant actions with relevant experience within the last 2 years.
  • Demonstrates comprehensive mission knowledge and skills that affirm completion of all developmental training and experiences for the labor category.
  • Demonstrates knowledge of direct vs. indirect cost methodologies.
  • Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced.
  • Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and historical data points.
  • Demonstrates ability to work independently with minimal oversight and direction.
  • Demonstrates ability to collaborate and work with other Intelligence Community (IC) members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
  • Demonstrates ability to develop concise, insightful, and comprehensive products for program management and acquisition-based requirements and enabling services.
  • Demonstrates comprehensive knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other IC/DoD statutes and regulatory policies.
  • Demonstrates ability to lead teams in resolving multifaceted or critical time-sensitive issues.
