Key Responsibilities
- Develop detailed cost estimates for civil construction projects across transit and infrastructure sectors
- Analyze drawings, specifications, and other documentation to prepare comprehensive bid packages
- Lead quantity take-offs, pricing, and cost breakdown structures for complex projects
- Collaborate with engineering, operations, and business development teams to support pursuit strategies
- Participate in bid reviews, risk assessments, and value engineering efforts
- Maintain and update cost databases, benchmarking tools, and historical records
- Interface with subcontractors and suppliers to obtain competitive pricing and evaluate proposals
- Support proposal development for design-build and alternative delivery (BD) projects
- Ensure all estimates align with project scope, schedule, and client requirements
Qualifications
- 15+ years of experience in civil construction estimating
- Proven experience estimating large-scale infrastructure or heavy civil projects
- Transit project experience strongly preferred (e.g., rail, subway, commuter systems)
- Experience supporting business development (BD) pursuits, including alternative delivery projects such as design-build, CMAR, or P3
- Strong knowledge of construction methods, materials, and industry standards
- Proficiency in estimating software and tools (e.g., HeavyBid, HCSS, or similar)
- Able to interpret drawings, specifications, and contract documents
- Excellent analytical, communication, and organizational skills
- Bachelor’s degree in Engineering, Construction Management, or related field preferred

$165,000 – $200,000 annually
