The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). ITS supports both agencies with technology.
About the Role
ITS is recruiting for one (1) IT Project Specialist, to function as a Senior Developer, who will:
- Support the Eligibility Data & Image Transfer System (EDITS) for MAP/HCSP units.
- Be responsible for the design, development, enhancement, maintenance, and support of complex enterprise applications and data systems.
- Develop, enhance, maintain, and support EDITS applications utilizing Oracle and SQL Server databases as back-end systems and web-based technologies such as Microsoft .NET, Angular, and Web APIs for front-end development.
- Design, create, and integrate electronic forms (eForms) and automate business workflows across systems, including integration with third-party and internal services.
- Support and enhance SQL Server Reporting Services (SSRS) and other reporting tools to deliver operational and management reports.
- Maintain and integrate Print-to-Mail systems (PTM) to automate document generation and mailing processes.
- Modify and enhance highly complex computer programs, information systems, and databases by following flowcharts, technical specifications, and best practices.
- Perform unit, integration, and system testing by preparing test plans, test data, and executing test cycles to ensure accuracy, reliability, and performance of applications.
- Provide technical support and data processing assistance by researching issues, recommending solutions, and collaborating with management and analysts to meet agency goals and regulatory requirements.

Minimum Qualifications
- A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
- An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
- A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
- Education and/or experience which is equivalent to "1", "2", or "3" above.
Preferred Skills
- Proficient in developing web applications, services, and Web APIs using Visual Studio 2019, with strong expertise in C#, ASP.NET, and ASP.NET Core. Familiarity with MVC architecture and Angular 14 or higher.
- Hands-on experience managing and querying Oracle 19c and SQL Server databases, including development and support of SSIS packages.
- Strong troubleshooting and debugging skills, with proven analytical and problem-solving abilities.
- Expertise in front-end technologies including HTML5, CSS, JavaScript, jQuery, Bootstrap, and use of Azure DevOps for source control, CI/CD, and project management.
- Knowledge of WMS and FileNet systems is a plus.
