Senior Developer
The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around Oregon. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and Oregon hospital facilities; and promote and protect the Oregon public health.
The Office of Developmental Disabilities Services (ODDS) is a program of the Department of Human Services in coordination with the Oregon Health Authority. ODDS is refining Oregon's developmental disabilities system to be more person-centered through the DD Case Management and Provider Enrollment Management Project. eXPRS is a web-based system developed to manage long term care Medicaid services for individuals with intellectual and developmental disabilities (I/DD). The project has already improved some aspects of the system such as the Oregon Needs Assessment — a flexible and universal tool to collect information about what each individual needs.
About the Role
OIS seeks an experienced Senior Developer to support further development, enhancement, and improvement to the eXPRS application. The contractor’s key person will assist with the operations and maintenance of the ODHS/ODDS eXPRS application, including bug remediation, operational requests, application enhancements, performance improvements, refactoring, user interface improvements, and data/reporting requests. The role involves transitioning concepts and enhancements to existing team members to enable ongoing support.
Responsibilities
- Assist with identification and remediation of application bugs.
- Complete operational requests in the eXPRS Azure DevOps (ADOS) backlog.
- Complete application enhancement requests in the eXPRS ADOS backlog.
- Complete performance and maintenance requests in the eXPRS ADOS backlog.
- Complete application refactoring requests in the eXPRS ADOS backlog.
- Complete user interface improvement requests in the eXPRS ADOS backlog.
- Complete data and reporting requests in the eXPRS ADOS backlog.
- Develop and deliver updates to the eXPRS application, including software code changes and documentation.
- Document completed enhancements to ensure complete system documentation for the eXPRS application.
- Complete defect and change requests for code modifications impacting the eXPRS application.
- Engage in discussions with system and business experts and attend daily Scrum meetings.
- Collaborate with the ODHS business product owner to understand mandatory functional business requirements and timelines.
- Document solution options, impacted system areas, system dependencies, and gaps in system capabilities.
- Engage with the ODHS project technical architect to understand technical standards and document technical designs.
- Work with the OIS technical manager and technical lead to review level of effort and timelines.
- Provide full transparency into work performed and deliverables required to meet project objectives.
- Submit sprint reports documenting progress on agreed-upon services.
- Follow existing requirements management, design, development, and issue-tracking processes using Azure DevOps (ADOS) and Agile Scrum methodologies.
- Participate in daily and weekly sprint planning and review meetings with the Solution Development and Delivery (SDD) and Business Support Unit (BSU) eXPRS teams.
- Advise on incremental definition and delivery of ODHS/ODDS eXPRS application requirements.
- Demonstrate understanding of requirements using incremental functional prototypes and document feedback from business and technical stakeholders.
Deliverables
- Regular status reporting of sprints (2-week cadence).
- Regular demonstration of working prototypes (every 1–2 weeks).
- Product deliverables and timelines.
- Technical specifications for each deliverable, including database changes, interface program changes, batch program changes, application module changes, and all use cases.
Requirements
- J2EE (10+ years of experience).
- IBM DB2 UDB (10+ years of experience).
- Java (10+ years of experience).
- Eclipse (10+ years of experience).
- Prior state government experience within the last five years.
- eXPRS Application Development (1–3 years of experience).
- Bachelor’s degree in Computer Science, Management Information Systems, or a related field.
- Familiarity with software development methodologies, standards, coding best practices, and general debugging procedures.
- Experience with SQL Server and Oracle databases.
- Familiarity with SQL, PL/SQL, or T-SQL.
- Proficiency in .NET languages, HTML, and web architecture.
Schedule
The work will follow an Agile approach with 2-week sprints. The key person must be available during standard business hours (Monday–Friday, 8 a.m.–5 p.m. Pacific Standard Time, except for Oregon holidays and business closures).
Remote Work
This position is approved for remote work. The selected key person may telecommute, contingent upon providing their own adequate computer, monitor(s), internet connection, and telephone. Access to agency systems will be provided via VPN or similar software. Remote work will be re-evaluated regularly and may require onsite availability within a reasonable timeframe. All work must be performed in the United States by individuals authorized to work in the U.S.
